Description
Naval Air Systems Command (NAVAIR) intends to solicit, negotiate and award a sole source delivery order under the Basic Ordering Agreement (BOA) N00019-12-G-0002 with Rolls Royce Military AERO Engines, LTD., for the procurement of the redesigned kit for the No. 4 Oil Bearing Tank for the AV-8B F-402 Pegasus propulsion system. This action will be completed pursuant to the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The F402 Pegasus Propulsion System is used in the USMC AV-8B Aircraft as well as in Spanish and Italian AV-8B variants. Rolls Royce Military AERO Engines, LTD. is the original designer, developer and manufacturer of the F402, AV-8B series engine and accessories. Rolls Royce Military AERO Engines, LTD. is the only source with the technical data, facilities, and capabilities required to develop and produce the associated kit redesign. Rolls Royce Military AERO Engines, LTD. maintains configuration control over the F402 engine and will not provide unlimited rights to the Government. No other manufacturer could design, develop and properly integrate F402 engine upgrades to meet the contract delivery schedules required to resolve issues in the fleet with the current configuration. Under the proposed contract, Rolls Royce Military AERO Engines, LTD. will provide 265 redesigned kits in accordance with ECP 3926, consisting of the No. 4 Bearing Oil Drain Tank (B519470 Housing A/O Bearing & Drain Tank 1 off), plus the following replacement items required to install the current standard of tank: SX146517 Seal Ring 1 off, B425000 Seal D Section Ring 1 off, B518019 Gasket 1 off, SP42E Key Washer 3 off B517707 Gasket 1 off, AS27824 Self Locking Nut 16 off and AS20625 Self Locking Nut 12 off. Final delivery is estimated to be 30 September 2016. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 18 December 2014, 1200 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
