- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP). The provisions and clauses in the RFP are those in effect through FAC 05-77. The NAICS Code and the small business size standard for this procurement are 541712 and 1000 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by12:00 p.m. Eastern time on December 19, 2014 to NASA, Goddard Space Flight Center; Attn: Rogenia Dean, Code 210.Y; Greenbelt, MD 20771, and must include, solicitation number, FOB destination to this Center. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.n asa.gov/Services/NEFS/NEFSHome.html Each technical proposal shall not exceed 10 pages total. The SF 1449 and reps and certs are exlcuded from the page count. A page standard is 8.5 X 11 in. and font is 11. Offerors shall submit 4 copies of their proposal. The SF 1449 and cover letters and not included in the proposal page count. Proposals are to be submitted in hard copy and delivered to NASA/Goddard Receiving Department in Building 35, care of Rogenia Dean, Code 210.6. Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. Addendum to 52.212-1, Instructions to Offerors-Commerical Items is as follows: 52.232-18 Availability of Funds (APR 1984), 52.232-38 Submission of Electronic Funds Transfer Information with Offer. (JUL 2013), 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998), and 1852.215-81 Proposal Page Limitations (FEB 1998). FAR 52.212-4 (SEP 2013), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (SEP 2013), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Additional clauses are applicable and may be found in the solicitation. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm l The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm Selection and award will be made on technical acceptability. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. The Government may award up to ten awards. All contractual and technical questions must be in writing via email to: Rogenia.M.Burton-Penderga@nasa.gov not later than 4:30 Eastern Standard Time on December 15, 2014. Telephone questions will not be accepted. Offerors must include completed copies of the provision at 52.212-3 (MAY 2014), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
