- Description
- The Naval Sea Systems Command (NAVSEA) In-Service Carriers (PMS 312) Program Office has a requirement for Professional Support Services (PSS) for the Refueling Complex Overhaul (RCOH) and Integrated Logistics Support (ILS) programs. These include Program Management, Program Development, Business and Financial Management Planning and Execution, Life Cycle Logistics, Administrative Support Services, and Data Management/ Data Analysis. Phoenix Group of Virginia, Inc. (PGV), 630 C Woodlake Drive, Suite C, Chesapeake, VA 23320-8926, is currently supporting this requirement under task order N00178-05-D-4626-EHP3, which was competitively awarded on 21 December 2010. This task order is due to expire on 20 December 2015. Follow-on procurements will be solicited as a Small Business Set-Aside and Unrestricted competitions supporting the PMS 312 Program Office using the Navy's SeaPort-e electronic procurement platform. These follow-on competitive procurements are anticipated to be awarded in the 4th quarter of Fiscal Year 2015 (FY15) and the first quarter of Fiscal Year 2016 (FY16), respectively. Pursuant to 10 U.S.C. 2304(c)(1), PGV is the only responsible source capable of fulfilling the Navy's requirements for continuing RCOH and ILS PSS without unacceptable delays until the follow-on contracts are awarded. Only PGV has the requisite knowledge and experience to complete financial analysis efforts, provide process engineering and technical support services, and assist with configuration and logistics management and certification efforts in support of the RCOH and ILS program schedules in the short time frame before award of the competitive follow-on contracts. The period of performance for the immediate sole-source contract is anticipated to be from 1 February 2015 through 31 March 2016 to enable the continuation of these critical services. The principle places of performance are Washington, DC and Newport News, VA. Parties interested in subcontracting opportunities should contact PGV directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may submit a capability statement, proposal, or quotation which will be considered by the Government. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
