- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Systems Command, Aircraft Division (NAWC-AD), AIR 2.5.1.5, Patuxent River, MD, intends to award a cost reimbursable extension to contract N00421-14-C-0021 with Engility Corporation, 11955 Freedom Drive, Suite 12000, Reston VA, 20190-5688 to provide software systems engineering and systems integration services in support of the software engineering and acquisition management division. This extension will allow for continuation of services required for the development and integration of systems, including hardware and software, during the competitive process of awarding a follow-on contract to the Seaport Task order N00178-04-D-4143-M804/M806. The requirement will include software program generation and software and hardware integration, along with development of test devices and systems which support system test and integration, such as weapon system simulators and trainers. Such devices may include non-intrusive hardware/interface monitoring devices and the software/systems that analyze the data extracted/generated. This requirement will cover a broad spectrum of development of operational systems requirements and integration, which includes conducting operational and functional systems testing, and fleet introduction. The estimated period of performance for this requirement is through 14 January 2016, plus two (2) options with the period of performance of two (2) months each. The statutory authority permitting other than full and open competition is based upon Title 10 U.S.C. 2304(c)(1), whereby the supplier or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. No additional written information, formal request for proposal, or solicitation is available at this time. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability information which shall be considered by the NAWC-AD. The Government retains the right not to compete this requirement based upon responses to this notice.
