Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with David H. Murdock Research Institute, Kannapolis, NC 28081, for a modification to existing contract #HHSN273201100016C pursuant to 41 U.S.C. 3304(a)(1) as set for in FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. The modification will extend the performance period for three (3) months (December 28, 2014 through March 27, 2014) in accordance with FAR 52.217-8 Option to Extend Services. This contract provides NextGen sequencing tests to the National Toxicology Program. The modification is to extend the performance period to allow for completion of the following tests: 4 each RNA-Seq on an Illumina HiSeq2000; 4 each Data Analysis for RNA-Seq; 2 each Bis-DNA-Seq on an Illlumina HiSeq2000; and 2 each Data Analysis for BiS-DNA-Seq. This is a no cost extension as no funding will be added to the contract. The extension will provide continuation of sequencing testing for the three month period and allow time for a new competitive procurement to be awarded. The modification is pending approval of the justification for other than full and open competition (JOFOC). Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the modification will be issued to David H. Murdock Research Institute. The NAICS Code/Size is 541690/$14.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
