- Synopsis: Notice Type: Pre-Solicitation Synopsis Posted Date: 2 December 2014 FSC: 4520 - Space and Water Heater Equipment NAICS Code: 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing Title: New Improved Army Space Heater Type II (IASH II) Solicitation Number: W911QY-15-R-0004 Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG This is a Pre-Solicitation Notice for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-15-R-0004. The US Army Contracting Center, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR Part 15, for the engineering and design of IASH Type II, fabrication of test systems, conduct of testing, logistics, deliverable preparation, transition to full rate production. The requirement is to procure New Improved Army Space Heater Type II (IASH II) in order to complete the Army's Acquisition objective over a five (5) year ordering period. The Government is anticipating awarding a single Firm Fixed Price Five Year Indefinite Delivery, Indefinite Quantity (IDIQ) type contract. The Government reserves the right to award one or no contracts as a result of the solicitation. The North American Industry Classification System (NAICS) code is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing), and the size standard is 750 employees. When released, the formal solicitation, including all amendments and applicable documents, will be available in electronic medium on or about 2 January 2015 via Fedbizopps.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). Offerors must register in the System for Award Management (SAM) at SAM.gov prior to submission of proposals. It is the offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. The intent of this contract is to provide for the fabrication of the Improved Army Space Heater Type II (IASH Type II). The heater shall be a 180,000 BTU/hr, lightweight, portable, multi-fuel, powered heater that operates outside military tents and provides forced hot air recirculation via sealed, detachable, quick connect, flexible air ducts. The heater has a high turndown capability to be able to deliver heat to tents requiring a maximum of 10,000 BTU/hr. The heater will operate on JP-8, DF-2, DF-1, K-1, and DFA. Fuel ignition will be accomplished by a one-switch startup procedure and be controlled by a remote control located inside the tent. Heater operation will include completely automatic safety and temperature controls. The heater will be equipped with an internal fuel tank to provide a minimum of 10 hours of continuous operation on high fire and will have the capability to operate from an external fuel supply as well. It will have a protective enclosure that can withstand extreme environmental and field conditions. It will be capable of operation in an NBC environment and altitudes up to 12,000 feet without degradation. It will be forkliftable and have handrails/handles to support local movement and positioning. The contractor shall supply all necessary personnel, facilities, equipment and materials to accomplish the requirements of the solicitation. The contractor shall build fourteen (14) test units for test and evaluation. Eight (8) units will be tested by the Government for performance, environmental ruggedness, and user evaluations. Six (6) units will be tested by the contractor for reliability data. The contractor will also provide all logistic support material including a military technical manual, provisioning data, packaging data and training material IAW the contract requirements. The contractor shall provide interface and spare parts drawings and maintain configuration control over the entire IASH Type II Drawing package. Offerors shall submit a Product Demonstration Model (PDM) in accordance with the specification identified in the solicitation as part of the proposal. The Product Demonstration Model (PDM) will be submitted at no expense to the Government and must be received at the correct location prior to the time and date set forth for closing of offers. If the offeror would like, the PDM will be returned at the Offerors request and expense. The Offeror must notify the Government in writing within 30 days after contract award to request return of the PDM. If the contractor fails to respond within the time frame, the Government will dispose of the PDM. It is anticipated that proposals shall include the following volumes. VOLUME I - Administrative: Section I: Executive Summary Section II: Solicitation Documents Section III: DCMA POCs, CAGE,DUNs and TIN. Section IV: Representations & Certifications. Section V: Financial Documentation Section VI: Signed Teaming Agreements (if applicable). During that time frame questions shall be submitted to Sean Auld at Sean.G.Auld.civ@mail.mil no later than the date specified in the solicitation when released (Telephone Calls Will Not Be Accepted). The Government will provide its response through amendments. The Government will not guarantee a response to any question and/or clarifications after the submission deadline in the solicitation. Information regarding this requirement will be communicated via FBO. TELEPHONE CALLS WILL NOT BE ACCEPTED.
