Description
This is a Sources Sought announcement and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This Request for Information (RFI) is for planning purposes only and SHALL NOT be considered as an RFP or as an obligation on the part of the Government to acquire any products or services. No formal solicitation document exists at this time. Technology Applications Office (TAO) is currently seeking potential Contractors capable of providing all necessary management, resources, and technical expertise to provide a shelter that will be used as a holding cell for one detainee during combat operations. The shelter needs to be a closed box-like structure with a door, and the ability to utilize an external HVAC system. The shelter must be collapsible with four sides, top and bottom and must be transportable using common military delivery systems. This system must be capable to withstand weather, sand and sea corrosion for extended periods of time. The system must be capable of being assembled by no more than three people, and have a life cycle of five years. The Government is requesting a written capabilities document, from interested vendors capable of providing a modular detainee shelter system, that meets the attributes detailed in Enclosure A001. Responses should demonstrate the vendor's capability to meet the technical requirements and provide a Rough Order of Magnitude (ROM) to pricing. The ROM shall include at a minimum the following information: * Incremental pricing of 5 up to a quantity of 20 * Incremental proposed delivery schedule of 5 up to 20 To program funding for future fieldings, the Government will need a description of your system's major components that influence the answer to the information request above. Considers on long lead component requirements is a necessary piece of information. If you believe your candidate system is able to meet the specifications and you are interested in providing test article(s) for assessment and evaluation, you will need to enter into a No-Cost Contract with the U.S. Government for the loan of one (1) system at a minimum. There are no page limitations. Responses should include any advertising or marketing type information. Vendors are discouraged from submitting any information deemed competition sensitive or proprietary. If sources elect to submit competition sensitive or proprietary information, vendors bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. Information submitted in response to the RFI will not be returned. The information will be treated as business sensitive and will not be shared outside of the Government activities and agencies without permission of the provider. Electronic submissions are preferred. If the response is provided electronically, ensure the files submitted can be opened using standard PC-based applications, e.g. MS Office products (Word, Power Point, Excel, etc.) or Adobe (Acrobat). The font size shall not be smaller than 10 point. Vendors should also complete Enclosure A002, Assertion of Commerciality. Vendors are advised that the Government will utilize support contractor/non-Government personnel to assist in collecting and reviewing market information. Proprietary information submitted in response to the RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as quote mark the Act quote mark ) as implemented in the FAR. These personnel are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data. All participating vendors in this project must be registered and current in the quote mark System for Award Management quote mark (SAM) to be awarded a contract by the U.S. Government. If you are not currently registered in SAM, visit the SAM website at www.SAM.gov to register on-line. This is Request for Information (RFI) announcement only. TAO is issuing this RFI as a means of conducting market research to identify parties having an interest in, and the resources to support, the aforementioned capability. The results of this market research will contribute to solidifying the acquisition strategy and determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION. NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. This sources sought is for information and planning purposes ONLY and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. No award will be made from this announcement. Mail and telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
