- COMPOSTING SEERVICES FOR FEDBIZOPS GS-05P-15-SL-C-0009 This contract is being solicited as a one-year contract, with four additional option periods of one year each. Prices are required for the following location(s): AJC Federal Building, 1240 East Ninth Street, Cleveland, Ohio 44199 Carl B. Stokes USCH, 801 W. Superior Avenue, Cleveland, Ohio 44113 Howard M. Metzenbaum USCH, 201 Superior Avenue, Cleveland, Ohio 44114 The contractor shall provide all management, supervision, labor, materials, equipment, repairs, parts, tools and supplies including inspection and maintenance of all operational equipment necessary to provide composting services. The contractor shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in this contract. The contractor will furnish all supplies, materials, equipment, and employee training necessary for the performance of the work of this contract unless otherwise specified herein. When work is performed in areas the Contractor's personnel shall clean up all debris and leave the area in a presentable condition. The contractor shall remove all hydraulic fluid and oil spillage caused by the collection vehicles at the loading dock. The Contractor shall develop and implement operational guidelines covering all aspects of the composting services. A copy of the guidelines shall be submitted to the COR within 5 days after award. All equipment shall be maintained in accordance with the manufacturer's recommendations and/or the best practices of the industry. If there are multiple locations, offerors must submit offers for all locations in order to be considered for award. This contract is intended to provide prompt services on an as needed basis at minimum governmental administrative costs, and to assume that the work will be performed in an expeditious and efficient manner within the budgetary limitations and performance time established for each time the contractor is in the area. This procurement will be accomplished as a Total small business. The RFP solicitation is anticipated to be issued on or about December 18, 2014. Offers will be due on or about January 20, 2015. (the actual date of receipt for proposal will be stated on the solicitation). NO PUBLIC BID OPENING PROCEDURES ARE APPLICABLE FOR THE SOLICITATION. The 2007 North American Industrial Classification System(NAICS) code applicable to this project is 562111-Solid Waste Collection with a size standard of 1.5 million. This solicitation will be issued via Internet only on FedBizOpps Website at www.fbo.gov.Notification of amendments shall be made via FedBizOpps Website only. It is t he contractor's responsibility to check the below listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due date and time. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. The plans and specifications will be provided through the federal business opportunity website. The plans and specifications will not be made available in paper format or on compact disc. A pre-proposal conference will be conducted before the proposal due date(actual information will be contained in the solicitation). The solicitation will be available for download through the Federal Business Opportunities(FBO) website ( www.fbo.gov ). All interested contractors must register with FBO in order to view sensitive but unclassified information, and this registration rquires that the following information be completed:(1) An active System for Award Management (SAM) account and (2) Dun and Bradstreet DUNS number. It is the Offeror's responsibility to monitor the FedBizOpps web site for amendments to the solicitation. All contractors need to be registered in CCR and ORCA. You may register at www.bpn.gov. Proposals will be due to the Generals Services Administration, Public Building Services, Chicagoland Center, 230 South Deaborn Street, Room 3300, Chicago, Illinois 60604, ATTN: CeceliaAMorris-Rivera, no later than the date and time specified on the solicitation.
