- This is a sources sought notice only. This is not a request for proposals. There will not be a solicitation available at this time. The government is conducting market research to determine the level of interest in the production of the NULKA/MK53 Decoy Launcher System (DLS). The MK 53 DLS is a deck mounted, mortar type, countermeasure system used to launch a variety of decoy cartridges to confuse hostile tracking and homing associated with threat Anti-Ship Missiles (ASMs). The MK 53 DLS is an upgrade to the existing MK 36 DLS, and the major feature is the incorporation of the capability to launch the MK 234 NULKA Electronic Decoy Cartridge (EDC). The major physical changes from the MK 36 DLS is the replacement of the MK 160 Launcher Power Supply with the MK 174 PPS, the addition of the MK 24 MOD Decoy Launch Processor (DLP), and the modification of the MK 137 Launcher to accommodate two MK 234 NULKA EDCs. All subsystems in the MK 53 DLS are digitally interfaced. The Naval Sea Systems Command seeks information as to potential qualified commercial sources with specific experience and expertise necessary to continue the Full Rate Production (FRP) for the MK53 DLS. The DLS must be compatible with the AN/SLQ-32 Electronic Warfare System (EWS) to receive pre-launch information and launch commands to engage threat ASMs. The DLS and NULKA EDC must be capable of defeating threat ASMs. At this time both small and large businesses are encouraged to submit responses to this notice; however, future requirements may be set-aside for small business concerns. The performance specification document will not be posted as an attachment to this sources sought notice. Interested parties may request an unclassified version of the draft performance specification from Russell Bryant via email at Russell.Bryant@navy.mil and Kevin Mann via email at Kevin.Mann@navy.mil. Responsible sources should provide technical information addressing the following areas: 1) System Definition and Qualification a) Provide an overall technical approach to support the production of approximately 15 NULKA/MK 53 DLS over a 5 year period. b) Describe the facilities (both hardware and software) and special equipment required for the NULKA/MK53 DLS production effort. 2) Development and Design Schedule - For the technical approach outlined in section 1) above: a) Provide an estimate of time necessary to accomplish the design/development of the production effort. b) Provide an estimate of time necessary to finalize a production baseline. c) Provide an overall timeline of items 2)a) & 2)b) explaining any interdependencies and/or parallel efforts. Interested sources are requested to provide unclassified company literature and/or provide a capability summary. Responses should include: Company name; Address; Point of Contact; Phone Number; E-mail address; and Level of Facility clearance. Responses should not exceed 40 pages. All information submitted in response to this notice shall be provided on or before the response date of this notice. The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice. This sources sought notice is a market research tool being used to determine the existence of qualified experienced sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via the Governmentwide point of entry and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT NOTICE.
