********************************************************* VISA Contingency Contract - Liner T&C's - Pricing Update As previously noted in the VISA contingency contract renewal announcement, the specific liner terms and conditions were not included and were being validated and reconciled with current Universal Services Contract (USC) and Regional Domestic Contract (RDC) liner requirements as applicable. As the process evolved, questions regarding redundancy and needs in an activated VISA state were discussed and internal government recommendations considered. In addition, the VISA liner pricing bid schedule was analyzed and strings of service and rates on contract reviewed. In the end, we agreed that we may be best served by seeking industry recommendations prior to revising or validating historic VISA contingency contract terms, conditions and pricing that may already exist within our peacetime contracts and sufficiently meet our needs in a contingency state. Additionally, the Rate Methodologies previously approved and utilized will remain unchanged (Revenue Based, Peacetime and Negotiated) for pricing both charter and liner service; however, we will propose revising how the DCAA audits are to be conducted. Beyond improving the VISA contingency contracts, our goal in moving forward with the FY16 VISA renewal is to keep the process less onerous for industry. Linking VISA to the USC and RDC contracts of record and supplementing only the VISA liner contingency terms and conditions is something we'd like to explore at the industry day and may serve both industry and government best. Following discussions, we'll post the recommended supplemental VISA liner terms and conditions as well as pricing instructions. The purpose of this Industry Day is to discuss the draft documents already posted and recommended ways forward for the FY16 VISA contingency contract renewal. We look forward to lively discussions and your recommendations. An agenda is being formulated and will posted within the next few days. In light of our planned way forward with liner terms and conditions, we request VISA contingency contract questions, comments, thoughts, concerns for industry day discussions be submitted via email no later than noon 8 December 2014 in addition to planned attendance.
