Description
This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. A contract may not be awarded as a result of this sources sought announcement. The Mission and Installation Contracting Command-Fort Belvoir (MICC), on behalf of the Arlington National Cemetery (ANC), intend to purchase and install Historical Exhibits for the artifacts stored in the Trophy Room of the Memorial Amphitheater. The contractor shall provide a capability statement that addresses how the vendor will provide the supplies, materials and equipment necessary to meet the government minimum requirements. The contractor shall provide, deliver, assemble, install, remove and relocate the following historical exhibits IAW with the following specifications: Two (2) Medium Density Fiberboard (MDF) panels with graphics oShall be 60 quote mark x160 quote mark x3 quote mark oShall be wall mounted oShall replace tall vertical panel currently displaying the full honors wreath ceremony Three (3) MDF panels with graphics oShall be 60 quote mark x48 quote mark x3/4 quote mark oShall be wall mounted oShall be mounted on standoffs Four (4) MDF panels with graphics oShall be 37 quote mark x 43 quote mark x quote mark oShall be wall mounted oShall be installed in Tomb Guards' Briefing Room, Memorial Amphitheater Removal of Two (2) Freestanding wall units oShall demo and remove two (2) freestanding units approximate size of units 125 quote mark wide x 96 quote mark tall x 16 quote mark deep oShall remove artifacts and glass cases and turn over to ANC personnel immediately oShall dispose of all waste off-site (none to be left at ANC) One (1) base for Winged Victory Statue oShall be 28 quote mark tall x 24 quote mark wide x 24 quote mark deep Shall support weight of statue One (1) graphic plaque for statue base oShall be 10 quote mark wide x 8 quote mark tall oShall be mounted on the base at an angle Remove faux metal wrap and paint six (6) freestanding wall units oPaint shall match existing kick plate color exactly oPaint shall match Freestanding walls located in Welcome Center Forty-eight (48) Artifact Mounts oShall be compatible with artifacts being installed in exhibit oShall include challenge coin mounts, ribbon and medal mounts, and angled plaque mounts Six (6) Artifact labels oShall be 4 quote mark x 6 quote mark oShall match existing case labels exactly Delivery and Installation oContractor shall be responsible for installation of all fixtures and elements into the exhibit space oContractor shall be responsible for cleanliness in exhibit space oContractor shall install historic objects contained within the exhibit space and adjust track lighting to properly illuminate displays. Installation shall be done by qualified installers/riggers under the supervision of ANC personnel oContractor shall be responsible for packing, transporting, unloading and unpacking all of the fixtures either produced or purchased oAll costs associated with damage to fixtures incurred during shipment either by agents of the Contractor or shipping services arranged by the Contractor shall be the responsibility of the Contractor The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Packages must be submitted by 10:00AM, 10 December 2014. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 238390 with a size standard of $14,000,000.00 are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages shall not exceed three (5) pages and shall be submitted via e-mail to Ryan D. Marion, at ryan.d.marion.civ@mail.mil with a courtesy copy (cc) to Haydee L. Soto-Carreras, at haydee.l.soto-carreras.civ@mail.mil at no cost to or obligation to the Government. Areas or tasks where a contractor does not have prior experience should be annotated as such.
