- Request for Information FileMan Enterprise 23 The United States Department of Veterans Affairs (VA) Technology Acquisition Center is seeking sources to provide a FileMan Enterprise 23 (FM 23) solution. The proposed FM 23 solution will provide enterprise data management capabilities for any of the nearly 160 Veterans Heath Information System and Technology (VistA) applications refactored to leverage its features. The current VistA Evolution Program to modernize VistA includes updating VA's enterprise data management capabilities. Modernizing FileMan will functionally standardize VistA's databases, allowing structured data query and exchange across VistA instances, creating an enterprise view of VistA data in standardized, computable form. Please see draft Business Requirements Document (BRD) attached. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort described in the attached draft BRD. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industrial Classification for this effort is 541512. It is requested that interested contractors submit a response (electronic submission) of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the below information. 1.Provide, at a minimum, the following information in the initial paragraph of the submission: "Name of Company "Address "Point of Contact "Phone Number "Fax Number "Email address "Company Business Size and Status "NAICS code(s) "GSA and/or GWAC, if you are included in one or more. Please include Contract Number, expiration date, etc. "Socioeconomic data "Data Universal Numbering System (DUNS) Number 2.Given the extensive utilization of Massachusetts General Hospital Utility-programming system (MUMPS) in the VA VistA enterprise, please expand on your knowledge and capabilities in the development and deployment of an extensive re-write of the MUMPS database capability. 3.Given the extensive nature of the scope of the MUMPS database elaboration proposed, detail the process and procedure you would use to transition from development to production in an active VA environment. 4.Detail how you would implement and update standardized terminology in the VA environment. 5.How would you consolidate the view of local VistA into a virtual database implementation? 6.Explain Meta data enhancements you would propose to make to support future development in the VA health care system. This would include incorporation of new terminology standards and existing standards of Logical Observation Identifiers Names and Codes (LOINC) and RxNORM and new standards such as: Unified Codes for Units of Measure (UCUM), CVX and International Classification of Disease (ICD)-10. 7.Please explain how you would modify VistA to support meaningful use and Office of the National Coordinator (ONC) for Health Information Technology (HIT) certification 8.Please explain how you would enhance VistA to perform enterprise updates to local data to keep them in sync with national standards. 9.Please address a possible schedule of work and how you would implement in a 6 month increment structure with the possibility of parallel increments. Once they are registered, vendors can click on the "Proposal Dashboard" link and within that link click on "Add Proposal" to open up the form to upload files. The "Proposal Type" drop down field should be changed to VA118-15-N-0063 to reflect the RFI being responded to. For registration or technical issues concerning proposal submission, contact voahelp@va.gov. WARNING: Please do not wait until the last minute to submit your files. We recommend the transmission of your files 24 hours prior to the required due date and time. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. The Government prefers that you submit your information in one volume. All proprietary/company confidential material shall be clearly marked on every page that contains such. Instructions for Submitting Questions Your questions shall be submitted electronically via VOA. Information submitted by any other method will not be considered. Your questions shall be contained in one file titled using the following format "FileMan Enterprise 23 RFI questions-the name of your company."
