Description
The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Construction contract, for Defense Logistics Agency Operations Center Phase I, Defense Logistics Agency - Aviation, Defense Supply Center Richmond (DSCR), Richmond, Virginia Description of Work: Phase I includes a 5-story, 252,982 gross square foot mixed-use building which will accommodate 875 personnel of a Primary Level Field Activity command headquarters. The project includes: Commanding General Officer suite, open and individual administrative office areas, and administrative support areas (copier, printer, facsimile, shredder, mail distribution, packing, shipping); access control; lobby exhibit and reception space; information processing center, secure operational and unclassified conference and Video Tele-Conference (VTC) space; multi-use and distance learning classrooms; conference space, Command and Control Center, employee support areas (dining, cafeteria, retail space, kitchenette/break, latrine, and shower); storage; and equipment and supply rooms. The project will also provide the demolition of Building 31, Bays A-E and Building 32, Bays A-E prior to construction. Supporting facilities include all required utility systems and connections: electric (including general and security lighting); water, sewer, and gas; paving, walks, curbs and gutters (parking and site circulation and access roads with curb and gutter, walks and pedestrian ways); storm drainage (bio-retention ponds); site improvements (signage, fencing and gates, erosion controls and landscaping, exterior ceremonial presentation area, structures and flagpoles, covered walkways and integrated smokers structures, and site furniture) and information systems. Provide rooftop antenna, relocate Dial Central Office and reconnect to all existing buildings. Antiterrorism/force protection measures include all standard building features (strengthening against progressive collapse, laminate glass in reinforced frames, reinforced doors, etc.), site access controls for vehicles and pedestrians, landscaping, and constructed elements. Access for the handicapped will be provided. Heating and cooling will be provided to meet the energy conservation requirements of the project (hybrid geothermal system). Comprehensive building and furnishings related interior design services required. Supporting facility cost includes relocation of the dial central telephone office. The contracting officer will award a firm fixed price contract to the lowest priced, technically acceptable offeror, whose proposal conforms to the solicitation and is fair and reasonable. In addition, the awardee must be found responsible in accordance with FAR 9.1. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. The NAICS code applicable to this requirement is 236220, with a small business size standard of $36.5 million. The proposed action will be an unrestricted procurement. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about December 18, 2014.
