Description

Statement of Work P9290 DSS Gas Analysis SS800-AG-MAN-010/P9290 Appendix F. It is the intent of the Government to obtain quotes from the three (3) NAVSEA certified facililties for conducting gas testing and analysis per the attached Statement of Work for the quantities listed below. The response date is changed to December 16, 2014 at 09:00am Eastern Time. This is notice that Naval Special Warfare Command, Contracting Office, Joint Expeditionary Base (JEB) Little Creek/Ft Story, Virginia Beach, VA 23459 intends to award a sole source Firm Fixed Price contract to ALS Group USA Corp, doing business as ALS Environmental, 2655 Park Center Dr., Ste A, Simi Valley, CA, 93065 for the performance of laboratory gas analysis per the attached statement of work. This requirement is for one (1) base year and three (3) option years. CLIN 0001: 10 each: Gas Test & Analysis (to include sample container and chamber prep) CLIN 0002: 10 each: Gas Analysis Only CLIN 0003: 10 each: Vessel/container for air sample CLIN 1001: 10 each: Gas Test & Analysis (to include sample container and chamber prep) CLIN 1002: 10 each: Gas Analysis Only CLIN 1003: 10 each: Vessel/container for air sample CLIN 2001: 10 each: Gas Test & Analysis (to include sample container and chamber prep) CLIN 2002: 10 each: Gas Analysis Only CLIN 2003: 10 each: Vessel/container for air sample CLIN 3001: 10 each: Gas Test & Analysis (to include sample container and chamber prep) CLIN 3002: 10 each: Gas Analysis Only CLIN 3003: 10 each: Vessel/container for air sample This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability by responding to this requirement by 26 November 2014 at 09:00am Eastern time by email to trisha.cresswell@navsoc.socom.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Quotes are due by December 16, 2014 at 09:00pm eastern time. FAR 52.217-5 - Evaluation of Options Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) FAR 52.217-6 -- Option for Increased Quantity (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of Clause) 52.217-7 -- Option for Increased Quantity -- Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of Clause) 52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days. (End of Clause
