Description
SOURCES SOUGHT SYNOPSIS The 414th Contracting Support Brigade in Vicenza, Italy is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support requirements for any of the supplies and services listed below. The location of performance is in the country of Ghana in and around the Accra region and the period of performance will be between the months on or about 15 January 2015 to 30 January 2015. The applicable North American Industry Classification System (NAICS) code is provided to the right of the requirement. The result of this market research will contribute to determining the method of procurement. Requirement NAICS code FSC Fence Installation 238990 SCOPE OF REQUIREMENT: To include but not limited to the following: The contractor shall perform the following: The contractor shall install FE6 Chain-Link Security Fence (or equivalent) along a perimeter of 500 meters (1,640.42 feet). Chain Link Fabric fencing shall be 2.44 meters (8 feet) high. The fence will follow the existing fence line. The Contractor will be required to remove all pre-existing fence and concrete base must be removed. The fence shall be triple strand barb wire in a V formation secured to the top. The fence needs to be supported by a tension wire at the top and a tension wire at the bottom running the entire length of the fence. The fence needs to be supported by bracing rails running the entire length of the fence. The fence posts needs to be supported by a concrete foundation that is 1 foot x 1 foot x 2 feet deep. The fence line shall contain two locking personnel gates, as well as two locking vehicle gates. The gates will be on the western perimeter near the main public road and the eastern perimeter near the airfield runway. The personnel and vehicle locking gates will be adjacent to each other. Posts for gates are supported The Contractor will be responsible for removal of all waste materials from the site. The Contractor will be responsible for and provide all materials and equipment needed to complete the requirement. GOVERNMENT FURNISHED ITEMS AND SERVICES: None THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name 2) Address 3) Email address 4) Web site address 5) Telephone number 6) Size and type of ownership for the organization 7) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT WILL BE PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards WILL NOT be made.
