- THIS IS NOT A REQUEST FOR PROPOSAL -SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED SMALL BUSINESS CONCERNS, TOTAL HUBZONE, 8a OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES TO SET THIS PROJECT ASIDE (PROJECT DESCRIPTION BELOW). Prime Contractors who are Small business concerns, HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a proposal for this solicitation MUST submit the following by e-mail to CFLContracts@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on December 8, 2014: (1) A positive statement of your intention to submit a proposal for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) A list of roadway construction projects involving the following construction services: roadway excavation, hot asphalt concrete pavement, aggregate base, concrete curb, concrete curb and gutter, concrete sidewalk, structural concrete, reinforcing steel, rockery retaining walls, installation of pre-fabricated steel bridge, and rip rap. Due to the unique requirement to work closely with multiple local entities, please include examples that demonstrate the contractors ability to collaboratively and cooperatively work with multiple agencies and entities. Failure to provide information relating to your demonstrated ability to coordinate with multiple entities and the general public will result in your firm being found unqualified to perform this work. These projects should demonstrate your firm's ability to quickly mobilize and provide quality work as required. State whether your firm was the prime contractor or subcontractor on each project listed. (4) Firms must demonstrate capacity to bond individual projects up to $30 million with an aggregate bonding capacity in excess of $60 million. (5) The NAICS code for this procurement is 237310. Registration under this NAICS code is required. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA/NV Lake Tahoe Area SATOC Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration is contemplating a solicitation for a Single Award Task Order Contract (SATOC) for construction services in the Lake Tahoe area of California and Nevada. The SATOC approach will require a contractor with strong demonstrated partnering abilities, the capacity to be flexible to the projects challenging scheduling needs, and the ability to manage multiple task orders simultaneously. The California Federal Lands Access Program Projects (Task Orders) include the following: CA FLAP SR 89(1) Truckee River Bridge and Meeks Bay Shared Use Path CA FLAP 10089(1), Dollar Creek Shared Use Path The Nevada Federal Lands Access Program Projects (Task Orders) include the following: NV FLAP SR 28(1) North Demonstration Project, Phase 1 NV FLAP SR 28(2) North Demonstration Project, Phase 2 NV FLAP SR 28(3) Safety, Parking, and Operational Improvements NV FLAP SR 28(4) NDOT Erosion Control, Drainage, and Water Quality Improvements Project Number and Name: CA FLAP SR 89(1), Truckee River Bridge and Meeks Bay Shared Use Path The Truckee River Bridge Project proposes improvements to resolve the existing, deteriorated condition of the Truckee River Bridge (locally known as "Fanny Bridge") and the existing traffic congestion at the wye intersection of State Route (SR) 28 and 89, located in Tahoe City, Placer County, California. The project site extends approximately 1.15 miles on SR 28 and 0.8 mile on SR 89. The proposed improvements are designed to enhance motorized and non-motorized mobility, reduce traffic congestion, accommodate anticipated future increases in traffic, increase access across the Truckee River, address existing pedestrian and traffic safety concerns, and encourage revitalization of the local Tahoe City community. Under one of the Alternatives being evaluated, SR 89 would be realigned as a new two-lane segment of highway that would cross through USFS's 64-Acre Tract. The western end of the new segment would begin at a new single-lane roundabout, which would serve as the new SR 89/SR 28 intersection. A new bridge over the Truckee River would be constructed immediately to the southeast of the roundabout on the new roadway segment. The new alignment would continue east and reconnect to existing SR 89 at a single-lane roundabout near the existing changeable message sign and sled hill. Realignment of SR 89 and construction of the new bridge would include modifications to the existing Caltrans maintenance facility, construction of retaining walls, realignment of an existing sewer main line, and realignment of existing bike paths. Fanny Bridge would be rehabilitated or replaced to address the existing structural deficiencies and resolve safety and community concerns. Traffic calming and aesthetic features would be installed within this section of roadway (e.g., reduced speed limit, bulb-outs, landscaped areas, raised landscaped median, on-street parking, sidewalks, street lighting, benches, etc.). New parking or landscaping may replace the existing free-right turns. Schedule A (Truckee River Bridge) - Significant items include (approximate quantities subject to change): •· 21,900 CUYD of Roadway Excavation •· 11,000 Tons of Hot Asphalt Concrete Pavement •· 10,510 CUYD of Aggregate Base •· 6,600 LNFT of concrete curb •· 9,400 LNFT of concrete curb and gutter •· 4,000 SQYD of Concrete Sidewalk •· 2,000 CUYD Structural Concrete •· 374,000 LB Reinforcing Steel •· 35,000 SQFT of Rockery Retaining Walls The project engineer's estimate for the base schedule is approximately $25 to 30 million. The Meeks Bay Shared Use Path Project comprises of a 0.6-mile long, 10 foot wide, Class 1 Bike Path commencing near the southern boundary of the Sugar Pine Point State Park and extending southward to the Meeks Bay Resort. Currently, the west shore trail system terminates at Sugar Pine Point State Park which requires bicyclist and pedestrians to share right-of-way (ROW) with auto traffic on California State Route 89 (SR 89) or terminate their trip altogether prior to reaching Meeks Bay Resort. The Project is located on the west shore of Lake Tahoe approximately 2 miles south of Tahoma and 19 miles northwest of South Lake Tahoe in eastern El Dorado County, California. The Project area extends eastward from the centerline of SR 89 to the eastern extent of land disturbance necessary for project construction. The proposed bike path generally maintains a northeast inclination adjacent to SR 89. Schedule A (Meeks Bay Shared Use Path - Approximately 0.70 miles in length) - Significant items include (approximate quantities subject to change): •· 1 Pre-fabricated Steel Bridge •· 44 CUYD Structural Concrete •· 2,300 LB Reinforcing Steel •· 3,500 CUYD of Roadway Excavation •· 610 TON Hot Asphalt Concrete Pavement •· 110 SQYD of Rockery Retaining Walls The project engineer's estimate for the base schedule is approximately $1.5 to 2.5 million. Project Number and Name: CA FLAP 10089(1), Dollar Creek Shared Use Path The work will be located in Placer County, approximately 2.5 miles north of Tahoe City, CA. The proposed project includes construction of a new shared use trail starting from Dollar Hill and heading northeast to Fulton Crescent Drive. The project includes 2.25 miles of a 10 ft wide asphalt shared use trail on new alignment through a mostly forested area and 0.12 miles of a new road with a new parking lot, providing access to the trail. There is a proposed single span prefabricated steel bridge along the trail over Dollar Creek. The project also includes minor drainage improvements. Schedule A (Dollar Creek Shared Use Path - Approximately 2.37 miles in length) - Significant items include (approximate quantities subject to change): Dollar Creek Shared Use Path (Including Bridge Over Dollar Creek) •· 1 Pre-fabricated Steel Bridge •· 22 CUYD Structural Concrete •· 2,200 LB Reinforcing Steel •· 4,000 CUYD Roadway Excavation •· 7,800 TON Aggregate Base •· 2,700 TON Hot Asphalt Concrete Pavement •· 2 Signs with Rectangular Rapid Flash Beacons (RRFB's) The project engineer's estimate for the base schedule is approximately $1.5 to 2.5 million. NV FLAP SR 28(1) North Demonstration Project, Phase 1 The work will be located in Washoe County, beginning near Incline Village. The proposed project includes construction of a new shared use trail starting at and heading 1 mile south to Hidden Beach. The (1) phase of this task order covers the first mile of the "North Demonstration Project" which consists of a new shared use path from Incline Village to Hidden Beach as well as the parking improvements proposed along this segment. The parking improvements are located at the Flume Trail Trailhead (approximately 31 spaces) and the North Trailhead Parking Areas A & B (approximately 98 spaces). The project will also include a trail crossing (at grade or tunnel) of State Route 28 at Hidden Beach. Schedule A (Approximately 1 mile in length) - Significant items include (approximate quantities subject to change): •· 7,000 LNFT of Rockery Retaining Walls •· 11,000 SY of Aggregate Base •· 73,000 SF of Hot Asphalt Concrete Pavement •· 1 Pre-fabricated Steel Bridge The project engineer's estimate for the base schedule is approximately $2 to 3.5 million. NV FLAP SR 28(2) North Demonstration Project, Phase 2 The work will be located in Washoe County, continuing from Hidden Beach where the (1) project terminated. The proposed project includes construction of a new shared use trail starting at Hidden Beach and heading 2 miles south to Sand Harbor State Park. Schedule A (Approximately 2 miles in length) - Significant items include (approximate quantities subject to change): •· 400 LNFT of Rockery Retaining Walls •· 4,560 SY of Aggregate Base •· 29,300 SF of Hot Asphalt Concrete Pavement •· 6 Pre-fabricated Steel Bridges The project engineer's estimate for the base schedule is approximately $7 to 9 million. NV FLAP SR 28(3) Safety, Parking, and Operational Improvements The work will be located throughout the 11 mile section of State Route 28 between Incline Village and the intersection with US 50. The work includes s afety and operations improvements as follows : •· Emergency/Maintenance Turnout - 6 locations from south of Tunnel Creek Station Parking to north of Sand Harbor Parking. •· Viewpoint turnouts •§ Tunnel Creek area •§ South of Memorial Point •· Restriction of the parking that may include well defined "No Parking" zones with specific signing and the use of pavement markings on the paved shoulder area to delineate the limits of the "No Parking" zone. •· Installation of physical barriers in select shoulder areas to prohibit parking where drivers pull into the non-paved areas. •· Installation of turnout identification signs. •· Installation of barrier rail on the lake side of SR 28 at those locations of unprotected steep slope. •· Repair and/or replacement of those the timber retaining walls showing signs of failure. •· Installation of a centerline rumble strip. •· Expansion of 2 existing USFS parking lots •· Chimney Beach Trailhead: 67 additional spaces, 21 existing spaces •· Secret Harbor Trailhead: 54 additional spaces, 31 existing spaces •· New Forest Service Parking Lots •§ Thunderbird Cove: 15 spaces •§ Skunk Harbor: 26 spaces •· Visitor Center/ Park and Ride Lot at US 50 •§ South Corridor Park-n-Ride: 53-150 spaces Quantities are not known at this time, but the project engineer's estimate for the base schedule is approximately $3 to 4 million. NV FLAP SR 28(4) NDOT Erosion Control, Drainage, and Water Quality Improvements The project includes improvements from Sand Harbor to Washoe County Line (approximately 2.6 miles) including riprap slopes, re-vegetated slopes, curbing, and paved shoulders. Schedule A (Approximately 2.6 miles in length) - Significant items include (approximate quantities subject to change): •· 72 CUYD of Structure Excavation •· 76 LB of Reinforcing Steel •· 18 CUYD of Concrete •· 350 CUYD of Rip Rap The project engineer's estimate for the base schedule is approximately $3 to 5 million. Project Summary: The projects are proposed to be advertised as part of a Single Award Task Order Contract (SATOC) for California and Nevada with a total engineer's estimate of approximately $40 to $60 million.
