ADVISORY MULTI-STEP SPECIAL NOTICE The Government will be conducting an advisory multi-step process for this acquisition pursuant to Federal Acquisition Regulation (FAR) 15.202. See special notice attached to this posting. Responses are due by email NLT 2:00 PM EST on 16 December 2014. If you have already submitted your registration information and been contacted by the DORE contracting team through e-mail no additional steps are required. There are no other changes to this Special Notices. Posted 31 October 2014 The Data Science, Operations, Requirements, and Exploitation (DORE) is a follow-on effort for the current Science, Technology, Acquisition, Requirements, Testing, and Exploitation (START-X) ID/IQ contract held with the Virginia Contracting Activity. DORE will provide support to areas of: 1. Technical Collection Concept Development, 2. Collection Planning and Operations Support, 3. Data Sciences Support, 4. Technical Exploitation Support, 5. Internet of Things (IOT), Social Media & Open Source Support, 6. Application/Web/Collaboration Support, 7. Requirements Development and Test Support, 8. Rapid-Response SME Support, 9. Headquarters Support, 10. Academic/Private Sector Outreach and Innovation, and 11. Contract Project Management and Common Tasks. Performance locations will include on-site work at government facilities in the Northern Capital Region (NCR) and Charlottesville, Virginia, locations. Additionally, work may be performed off site at contractor facilities preferably in the NCR area, Charlottesville, Virginia area, and/or required throughout CONUS/OCONUS based on mission needs. This DRAFT RFP HHM402-15-R-0003 is published in accordance with FAR 5.205(c) Special Notices. Pursuant to FAR Parts 15 and 16.5, VACA anticipates the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to support the DORE requirement. The Government intends to make multiple awards resulting from the solicitation to the responsible offerors whose proposals represent the best value to the Government. This notice constitutes a DRAFT solicitation, identified as HHM402-15-R-0003. The DORE Pre-Solicitation Conference is scheduled for 20 November 2014. Please see the attached "DORE Pre-Solicitation Conference Instructions" for details and registration information. Comments and questions may be submitted at this time. All comments and questions must be submitted IN WRITING to DORE@dodiis.mil. Phone calls will not be accepted. Tentative Future Events are as follows: • Final RFP released in December 2014 • Awards anticipated in spring 2015
