- Section 3 Section 2 Section 1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – It is not a solicitation, and solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the U.S. Government. All response and response contents to this RFI will be considered information only and will not be binding on the parties. Contractors responding to this request will not be obligated to provide the services described herein, and it is understood by the U.S. Government that any costs provided as a result of this request are “best” estimates only. All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. Section 1. EASE RFI Summary The United States (U.S.) Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) Office of Cybersecurity and Communications (CS&C) issues this initial RFI, in a planned series of RFIs, to collect information for planning purposes only regarding the concept of an Enterprise Automated Security Environment (EASE). EASE is a concept; it is not an entity, system, or program. The EASE concept envisions an environment in which automated and dynamic enterprise-level cyberspace 1 defense capabilities—such as adaptive sensing, sense-making, decision-making, and acting—provide shared situational awareness and support response in cyber-relevant time 2. EASE itself is not a capability, but the concept aims to enable the government to improve its own cyberspace defense capabilities, benefiting from the enhanced interoperability and automation that EASE should create. In addition, other enterprises may voluntarily leverage this concept to augment their own cyberspace defense capabilities. Making the EASE concept a reality will require the concerted, collaborative efforts of government, private sector, industry, academia, and other stakeholders, such as critical infrastructure 3 and key resources (CIKR) end users. This RFI represents just the first step in this direction. 1 C yberspace is the interdependent network of information and communications technology infrastructures, including the Internet, telecommunications networks, computer systems and networks, and embedded processors and controllers in facilities and industries. (The White House Cyberspace Policy Review, May 2009) 2 Cyber-relevant time establishes the boundaries for effective cyberspace defense actions in the context of a cyberspace defense objective. Depending on the context, cyber-relevant time ranges from nanoseconds, microseconds, seconds, and/or minutes. 3 Critical Infrastructure is the systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters.
