- Justification and Approval (J&A) No. 14-23773, approved on 2 April 2014, authorized a sole source procurement with Logos Technologies LLC, for operations, sustainment, refurbishment, and maintenance of Kestrel Wide Area Surveillance (WAS) systems and sensors deployed on Persistent Ground Surveillance System (PGSS) and Persistent Threat Detection System (PTDS) aerostats in support of Operation ENDURING FREEDOM as requested by the U.S. Central Command's Joint Urgent Operational Need CC-0424. At time of award, the contract was fully funded by Fiscal Year (FY) 2014 Operations and Maintenance, Army (OMA) and FY14 Other Procurement, Army (OPA) funds totaling $39M. The contract's original period of performance was from date of award through 31 December 2014. A request from the U.S. Army Program Executive Office Intelligence, Electronic Warfare, and Sensors was received to extend Kestrel WAS operations and sustainment on the PGSS and PTDS aerostat systems through 31 March 2015 due to unforeseen theater requirements and the U.S. Army's internal acquisition challenges. Due to this request and subsequent NAWCAD approval, the period of performance is planned to be extended 90 days. The total contract value remains constant; however, $5.3M of FY14 OMA will be deobligated and replaced with FY15 OMA due to severability of services.
