- Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for the repair of the following equipment: 12 each: PROBE/TRANSMITTER ASSY FOR DTS-1, PN: DTT1, ASN: S100-2MT4-3A1A1, 6 each: NEXRAD CCA, I/O 62 SIGMET PN: I/O-62 CCA ASN: R400-90/190A11A1A2 and 15 each SENSOR, ICE FREE WIND (IFW), ASOS MODEL 425NWS (WS425D7A1C), ASN: S100-2A8MT3A2 to Vaisala, Inc. Sole Source Justification: The Government only knows of one source, the original equipment manufacturer and or sole source of repairs, Vaisala, Inc. A Sources Sought was posted to FBO on November 25, 2014 for 5 days and no responses were received. Market research: ASN: S100-2MT4-3A1A1 Multiple searches of the Small Business Administration (SBA) Dynamic Small Search did not identify any small business available to compete for this required repair and calibration service. Search parameters included a combination of NAICS code ‘334519' and key words: ‘repair, dewpoint sensors, Vaisala sensors'; and just key words: ‘repair, dewpoint sensors, Vaisala sensors'; ‘repair, Vaisala sensors, Vaisala DTS 1'; and ‘DTS 1'. Searches of "repair of dew-point sensors" and "Vaisala DTS 1" in GSA's eLibrary also returned no matches. ASN: R400-90/190A11A1A2 Multiple searches of the Small Business Administration (SBA) Dynamic Small Business Search did not identify any small business available to compete for this required repair service. Search parameters included a combination of NAICS code ‘334519' and key words: ‘repair, NEXRAD, serial cca i/o-62' and just key words: ‘repair, NEXRAD, serial cca i/o-62'; ‘repair, serial cca i/o-62'; and ‘repair, cca i/o-62'.
