- Solicitation Number: W91QVN-15-R-0002 Notice Type: Presolicitation The purpose this modification is to provide add detailed information of the synopsis. Description: This is a new one time procurement. Contractor shall provide DPM (Schedule I) of Personal Property Packing, Crating, Containerization and Drayage of HHGS Movement for One Time Large Volume Moving Service, Area I (Camp Casey and USAG-RC). This one time procurement is only for outbound schedule (Schedule I), which requires packing, containerization and local drayage services of Household goods and Unaccompanied Baggages from Area I to Osan AB or Busan Port. Scope of Work/POP: The projected time for the service is to occur anytime during April 2015 to September 2015 timeframe and the service must be completed within about 45 days period for approximately 3,500 personnel. Place of Performance: The Contractor shall perform services within the following defined areas of performance, which include terminals identified therein: Includes all areas from within the boundaries of Area I (Camp Casey and USAG -RC) to all military camps assigned to Osan AB or Busan Port. Contract Type: This requirement will be a fixed unit price, Multiple-Award IDIQ Task Order type (FFP MA IDIQ) Evaluation: Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. AcceptableProposal clearly meets the minimum requirements of the solicitation UnacceptableProposal does not clearly meet the minimum requirements of the solicitation A. Technical Proposal (Prime Contractor's Qualification): All subfactors under Technical factor are of equal importance and shall be evaluated on an acceptable or unacceptable basis. A rating of unacceptable for any factor or subfactor will result in technically unacceptable rating. Failure to provide Permissions, Certification and required other documents will result in a rating of quote mark Unacceptable quote mark. (1) Subfactor 1 (Prime Contractor's Business Permissions): Certificates of both Cargo Vehicle Transportation Business Permission ( ) and Cargo Vehicle Transportation Agency Business Permission ( ) in both English and Korean version, granted by the Republic of Korea (ROK) in accordance with the applicable ROK law and regulation. Submission of subcontractor's business permissions are not allowable. (2) Subfactor 2 (Cargo Insurance): In accordance with the Performance Work Statement (PWS) Part I.A.12, each Offeror shall provide a copy of the Cargo Insurance certificate that reflects the coverage on a continuous basis at least the amounts shown in PWS Part I.A.12 to cover legal liability. (3) Subfactor 3 (Facility): Written documentation that clearly demonstrates either the Offeror(s) owns or will lease a facility(s) that meets following conditions: The written documentation shall show the minimum required size as specified below and address of the facility to utilize the facility for this contract. On the start date of the contract, contractor shall be able to use the facility. i. Size: Minimum of 10,000 Cubic Feet of Storage Space shall be exclusively used for this contract. ii. Location: The contractor's facility shall be no farther than 80 Kilometers away from Osan AB or Busan Port where the shipments can be placed within the facility on the pickup date.
