Description
Statement of Work This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI3612235 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to Leica Microsystems Inc. The anticipated award date is January 1, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $19.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from Leica Microsystems Inc., a One Year Advanced Care Service Contract w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a Leica EM AFS; Model #10251790; Serial #514660, Leica EM CPC Universal Cryoworkstation; Model #10251789; Serial #518048 and Leica CM3050 S configured; Model #10250307; Serial #3277092002. The National Institute of Deafness and other Communication Disorders, Laboratory of Molecular Genetics, Section on Human Genetics performs basic biological research on hearing disorders. The lab studies tissue samples from both mutant and wild type transgenic mouse strains that are being used to model diseases that cause deafness in humans. The EM AFS and EM CPC Cryostation-workstations are used for cryo-preparation of tissue samples prior to examination under an electron microscope. The EM CPC is used to fix the samples in liquid propane at ultralow temperatures. The EM-AFS is used to dehydrate and embed the samples in a polymer resin so that they can be further processed for study on the electron microscope. The Leica CM3050S Cryostat is used to generate ultra-thin tissue slices that are mounted onto glass slides and used in both immunohistochemistry (immuno) and in-situ hybridization (in-situ) experiments. This frozen histology technique is referred to as cryosectioning and is less time consuming than the traditional paraffin embedding of samples. A cryostat is a freezer (-20C to -40C) that contains a holding block and microtome (knife to cut the samples). In order for the lab to remain competitive, the equipment must be kept in top working condition so that errors are not introduced into the data and downtime from broken instrumentation is kept to a minimum. The purpose of this acquisition is to provide a yearly maintenance contract to keep the EM-CPC, EM-AFS and CM-3050S units in the laboratory operating within the GLP standards, to prevent problems downtime, and to quickly repair the instrument should the need arise, minimizing the impact of broken instruments on the researchers who rely on them. Leica has patented technology (US 7621145B2) for its "high pressure freezing device". Both the EM-CPC and EM-AFS are manufactured by Leica. No other vendors offer instruments with the same features and engineering as these two items. Leica, the manufacturer of CM3050S has patented technology (US7287388B2) for its cryostat. Again no other vendors offer instruments with the same features and engineering as the As the instrument's manufacturer, Leica Microsystems is the only company with the specialized knowledge, experience, and supplies necessary to properly perform the maintenance. The contractor shall provide the following coverage: 1)Unlimited service visits; 2)One (1) annual on-site planned maintenance visit; 3)Unlimited access to expert applications and technology support center (Monday-Friday 8:00am-5:00pm); 4)Software updates; 5)labor; 6)travel and 7)parts. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), December 8, 2014 to Ms. Shirlene Smith via email ( ssmith@od.nih.gov ) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may express interest and provide a capability statement no later than December 8, 2014, 5:00PM.
