Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Marine Special Operations Command requires the repair and upgrade of nineteen KG-250, Encryption - Decryption Devices. The Marine Special Operations Command intends to make an award to ViaSat Government Systems, Inc., 6155 El Camino Real, Carlsbad, CA 92009. Interested parties may e-mail SSgt Lewis, J.S. at joel.lewis@socom.mil or fax 910-440-1130, no later than Thursday, 4 December 2014, 3:00 p.m. EST. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Thursday, 4 December 2014, 3:00 p.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The action being processed is for the repair and upgrade of the KG-250, Encryption - Decryption Devices, and then thoroughly testing all functions of the device. This type of action must be performed by the factory or factory certified technicians. The cost to the Government of testing, repairing, and installing a similar type of equipment, in terms of time and money, exceed any costs that would be incurred through pursuing this requirement from ViaSat, Inc.
