- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO PARTNERSHIP FOR PUBLIC SERVICE (PPS) TO PROVIDE LEADERSHIP DEVELOPMENT PROGRAMS. The Federal Trade Commission (FTC) intends to award a sole source contract under the statutory authority permitting soliciting from a single in accordance with FAR 13.106-1 (b) on the basis that the Federal Trade Commission know of no other entity that can provide the leadership development program. The FTC intends to issue a contract to Partnership for Public Service, 1100 New York Avenue, Suite 200 East, Washington, DC 20005 in an effort entitled Professional Leadership Program. Interested parties may identify their interest and capability by responding to this synopsis via email in Microsoft Word format with a file size less than 5MB to Jason R. Callahan, via email: jcallahan@ftc.gov, Subject Line: Professional Leadership Program no later than 5:00 pm Eastern, 11 December, 2014. All information submitted must support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The objective of the Leadership Development Program is to develop leadership skills to include a combination of innovative coursework, best practices, benchmarking, challenging action-learning projects, executive one-on-one coaching and individualized development planning, and government-wide networking through mentoring. The contractor shall enhance existing instruction to participants on how to drive innovation, inspire employees and deliver results based on the Office of Personnel Management's (OPM) Executive Core Qualifications (ECQs). The spring program shall begin no later than May and the fall program shall begin no later than October, and meets every six weeks, totaling 20 days in session. The place of performance for this contract will be in or around the Washington, DC area. The Contractor shall provide FTC leading management principles as part of the Leadership Development Program that may include, but are not limited to: - Program Structure - Values - Vision - Mission - Results - Solving Government's Problems - Leading Change - Leading People - Building Partnerships and Coalitions - Business Acumen - Coaching and Facilitation resources - Course materials, books, articles, and management tools - Leadership Assessments - One-on-one Coaching - Continued education programs, events, networks The Government anticipates awarding a contract with a period of performance of one (1) year and four (4) optional one-year options.
