- UPDATE!!! Site visit is schedule for Tuesday December 09, 2014. Please RSVP by COB Monday December 08, 2014. See below for details. PRE-BID SITE VISIT The U.S. Army Corps of Engineers, Portland District, has a requirement for the Fall Creek Adult Fish Collection Facility, Lowell, Lane County, OR with a Magnitude of Construction ranging between $1,000,000.00 and 5,000,000.00. The purpose of this project is to upgrade the existing water piping that supplies the Fall Creek Adult Fish Collection Facility, and incidental related work. The existing facility water supply is a gravity supply from the Fall Creek Dam forebay. The system consists of three steel conduits (small, medium, and large), each conduit with three multilevel intakes known as fish horns, or nine total fish horns. The different level fish horns are used to adjust the water temperature at the fish facility. Specific project features include: a. Repaint Fish Horns and supports. b. Replace couplings, flanges, pipes and valves at each fish horn c. Replace fish horn control valve actuation system. d. Replace couplings, elbows, transitions, and rectangular conduits at water supply discharge area. e. Visual Inspection of Existing Large Supply Pipe. f. Pipe Thickness Inspection of the Existing Small, Medium, and Large Supply Pipes g. Electrical and Controls This procurement is to be set aside for small businesses. The NAICS Code is 237990 and the small business size standard is $36.5 million. Interested concerns must be enrolled in the System For Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ to conduct business with the Department of Defense. A Request for Proposal (RFP) will be issued in spring 2015. Evaluation criteria will be provided in the solicitation, and a single firm fixed price contract may be negotiated as a result of this action. Proposals for this project will be due no less than 30 days after issuance of the RFP. A notice and link to download this solicitation via Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/default.cfm will be posted on the Federal Business Opportunity (www.fbo.gov or http://www.fbo.gov) website when the solicitation is made available for download. Interested parties are responsible for registering with the Federal Business Opportunity (FBO) website and for checking the referenced website(s) for updates. The Government is not responsible for any loss of internet connectivity or for any party's inability to access the documents posted at the referenced websites. The purpose of this pre-bid site visit is to physically view the fish horn system while reservoir levels are low. The fish horn system will NOT be visible during the official site visit scheduled for spring of 2015. The site visit is not mandatory to submit a proposal. Pictures of the fish horns will be posted with the official solicitation. DATE: December 08, 09, 10, or 11. Final date to be determined by fluctuating reservoir levels, and will be announced approximately 5 days before the final date is set.
