- DFAR 252.209-7999 DFAR 252.209-7998 Past Performane Form COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is set-aside 100% for small business per the following: NAICS code 611699 Small business size standard $10M Solicitation is issued as a request for quotation (RFQ). Naval Special Warfare Command, Contracting Office, Joint Expeditionary Base (NSWC-JEB) Little Creek/FT Story, Virginia Beach, Va 23459 intends to award a firm fixed price contract to include one option period. CLIN 0001 Provide Exercise Support IAW with Performance Work Statement (PWS) 1 Lot Anticipated Period of Performance (POP) 26 Jan 2015 - 6 Feb 2015 and 15-26 Jun 2015 Offerors with the required Facility Clearance Level (FCL) shall request PWS via email to jacqueline.handley@navsoc.socom..mil. Option Clin 1001 Provide Exercise Support IAW with Performance Work Statement (PWS) 1 Lot Anticipated Period of Performance (POP) 25 Jan 2016 - 5 Feb 2016 and 13-24 Jun 2016 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, effective 25 Nov, 2014. The Performance Work Statement (PWS) will be distributed upon request to vendors registered at www.sam.gov, which are registered as small businesses under the NAICS code listed above and who have the required Facility Clearance Level (FCL). See FAR 52.212-1 Addendum below. Anticipated Period of Performance (POP) 26 January -6 February 2015 and 15-26 June 2015. Interested parties processing a Secret Facility Clearance shall provide a cage code and may request a copy of the statement of work via email to jacqueline.handley@navsoc.socom..mil. Quotes are due 17 Dec 14, at 2:00 p.m. Eastern Quotes must be valid for 60 days. Email is the only acceptable method of submission. All quotes must be emailed with the RFQ Number in the subject line. (1) Offerors may submit written questions during the quote preparation period. All questions must be received no later than 10 Dec 14, 9:00 AM Eastern time to allow adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of quotes. NSWC will continue to accept written questions up to the closing time of the solicitation; however, time may not permit responses to those questions. Only written questions will receive a response. It is required that each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. Potential quoters must monitor this website for changes to the combined synopsis/solicitation. Amendments to the combined synopsis/solicitation will be posted to this website. All questions and quotes shall be directed to the Jackie Handley, citing at a minimum "H92240-14-T-0017" in the subject line at the following address:, jacqueline.handley@navsoc.socom..mil (2) Comprehensive responses to the requirements of this Request for Quote (RFQ) are required to enable the Government to evaluate the Offeror's understanding of, capability and approaches to accomplish the stated requirements. Quotes shall be submitted in accordance with the instructions herein, and non-conformance with the specified required content may be cause for rejection of the quote. The quote shall be valid for no less than 60 days from the date of RFQ closing, a statement affirming this fact shall be placed on the cover page of all quote volumes. The quote shall provide comprehensive responses to the areas provided for in this section. The quote shall be a complete response to the Performance Work Statement and the requirements of this RFQ, taking into consideration required quantities and delivery schedules specified in this solicitation. The successful Offeror will be selected based on an evaluation of quotes as outlined in FAR 52.212-2, incorporated below. (3) Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in their quote. (n) File Format And Content. Electronic quotes shall contain separate files for each volume. Individual emails shall not exceed 10 MB. The Offeror's quote must be marked regarding disclosure of proposed data in accordance with the provision entitled "Restrictions on Disclosure and Use in Quotes." The quote page format will be 8 1/2" x 11" except for fold-outs used for charts, tables, or diagrams, which may not exceed 11" x 17". A page is defined as one face of a sheet of paper containing information. Type shall not be less than 12 pitch. Elaborate formats or color presentations are not desired or required. •(1) FACILITY AND PERSONNEL CLEARANCES The offeror is required to possess a SECRET Facility Clearance Level (FCL), as well as personnel cleared at the SECRET level at the time of quote submission. Security will be evaluated on a pass/fail basis to determine the Offeror's ability to meet material requirements of the RFP. Quotes which do not demonstrate the required FCL and personnel with clearances at the time of submission will NOT be evaluated further. •(2) TECHNICAL: Submission shall address the Offeror's technical capabilities to accomplish the work to by providing specific narrative details and/ or description of actual methods, processes and procedures for courses as described in the Performance Work Statement (PWS). General statements that the Offeror understands the problem and can or will comply with the requirements of the RFP will be considered inadequate. Also, Offerors are cautioned not to simply rephrase or restate the government's requirements in the quote, but furnish convincing narratives describing "how" they intend to meet these requirements. Offeror must provide resumes for all key personnel designated in 5652.237-9001. The Offeror shall limit Technical information to 20 pages, exclusive of Resumes or Certificates. The Offeror's position regarding disclosure of proposed data in accordance with the provision entitled "Restrictions on Disclosure and Use in Quotes." •(3) PAST PERFORMANCE: Interested Offerors shall utilize Attachment 1- Past Performance Worksheet. Past performance information provided by Offerors in response to this solicitation, and the information the Government may independently obtain from other sources, shall be used to evaluate past performance against the requirements set forth in this solicitation. The Offeror must state if the company has not performed any contracts within the size and/or scope of this contract. The Offeror shall limit Volume 3 to 5 pages. The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information. •(4) •a. Past Performance shall describe the Offeror's past collective expertise used on previous contracts similar to the work to be performed (relevancy) under this contract. Offerors are encouraged to submit any information it considers relevant in demonstrating its ability to perform the proposed effort. Past Performance information is limited to three (3) of the most recent/current programs (within the last 3 years) that are similar in size, scope and complexity (relevancy) to this program. For each effort identified, the Offeror shall discuss problems encountered during performance and its approach to solving them, its approach to staffing, and any other constraints similar to those expected to be countered in performing the current requirement. •(5) PRICE: The Offeror shall provide Pricing Detail to include complete exercise support pricing. Procedures in FAR 13.106 are applicable to this procurement. The quoter shall provide sufficiently detailed information as to enable the Contracting Officer to determine the reasonableness of the proposed price. There is no page limit to this volume. Prices for all line items in the schedule above shall be provided. Price quotes shall be held firm for thirty (60) days (End of provision) 52.212-2 Evaluation -- Commercial Items (JAN 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes and/ are in descending order of importance: Facility and Personnel Clearances (Pass or Fail) Technical Capability Past Performance Price (b) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Clause) Facility and Peronnel Clearance - An offeror's quote will be first evaluated for compliance with security/clearance requirements. Quotes that meet the clearance requirements will receive a 'Pass' rating and will then be evaluated on its remaining contents/factors (Technical Capability, Past Performance, and Price). Quotes that do not demonstrate the required FCL and personnel with requisite clearances at the time of submission will receive a 'Fail' rating and will NOT be evaluated further. Technical capability All quoters shall provide a technical proposal to include how the offeror will perform the contract in accordance with the specifications relevant to the attached statement of work. The Technical Proposal will be evaluated on how well the offeror demonstrates to the Government that the offeror has a thorough comprehension of and capabilities to provide all aspects of the solicitation requirements. Statements that the quoter understands the requirement and can or will comply with the requirements will be considered inadequate. Quoters whose technical submittal are rated "Unacceptable" will be rejected and removed from further competition. Past Performance - An offeror's Past Performance will be evaluated based upon relevancy and the government's confidence assessment. For the Past Performance factor, the rating tables identified below, entitled "Past Performance Relevancy Ratings" and " Past Performance Confidence Assessment Ratings" will be used for the assignment of ratings for relevancy and confidence assessment. Relevancy includes similarity in scope and magnitude. Quoter's past performance information will be evaluated to determine the quality and usefulness as it applies to performance confidence assessment. Past Performance Relevancy Ratings Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort this solicitation requires. Relevant Present/past performance effort involved similar scope and magnitude of effort this solicitation requires. Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort this solicitation requires. Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort this solicitation requires. Past Performance Confidence Assessment Ratings Rating Description Substantial Confidence Based on the quoter's recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort. Satisfactory Confidence Based on the quoter's recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort. Limited Confidence Based on the quoter's recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort. No Confidence Based on the quoter's recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort. Unknown Confidence (Neutral) No recent/relevant performance record is available or the quoter's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. Past Performance will be assessed as follows: Evaluation will focus only on work experience already performed. Work yet-to-be performed, and work prior to the last 3 years, will not be considered. In addition, performance data will only be assessed for those references demonstrating at least 1 year of completed performance prior to the closing date of the solicitation. Past Performance Relevancy Ratings - Regarding relevancy, each past performance reference under each quoter's Past Performance submission will be evaluated to determine its individual scope and magnitude relative to the instant requirement. The following definitions will apply to this evaluation: •· Scope: Experience in the providing the same or similar items/services defined in the solicitation. •· Magnitude: The measure of the similarity of the dollar value of actually performed work that exists between the solicitation's requirements and the quoter's contracts. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a vendor with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous proposal to the Government. In this instance, the quoter will receive a rating of " Not Relevant " in the relevancy rating factor. Past Performance Confidence Assessment Ratings - The overall assigned rating for Past Performance will be the Past Performance Confidence Assessment rating. The assignment of this rating will be based on the quality of the relevant past performance and will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance. The quality of performance under a past performance reference that that has no relevance to the instant requirement will not be considered in the overall assessment of Past Performance Confidence. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance rather the quoter will receive an "Unknown Confidence" rating. In order to verify past performance information and determine the quality of the past performance submission, the Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires (i.e. the Past Performance Report Form), telephone interviews and existing data sources to include but not limited to Contractor Performance Assessment Reporting (CPARS). The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. This past performance information will be used for the evaluation of past performance. This evaluation and rating is separate and distinct from the Contracting Officer's responsibility determination. The assessment of the quoter's past performance will be used as a means of evaluating the relative capability of the quoter and other competitors to successfully meet the requirements of the RFQ. In determining the rating for the past performance evaluation sub-factor, the Government will give greater consideration to the contracts which the Government feels are most relevant to the RFQ. Price Quotes will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3(a). Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar services, sales history for the same or similar services, price list with effective date and/or copies of catalog pages along with any applicable discounts. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor prior to contract expiration. (End of Clause) 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 5 days ; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years.
