- 15RJR38_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) contract using full and open competition with a five year ordering period for MK 2 MOD 1 Explosive Actuated Valve Assembly in accordance with Automated Data List (ADL) 53711-5355901, Contract Data Requirements Lists (CDRLs), Quality Assurance Provisions (QAP), Supplemental Quality Assurance Provisions (SQAP), Technical Data Package List (TDPL), specifications, and associated drawings. The Technical Data Package (TDP) is being provided in draft format for questions/comments prior to solicitation issue. Questions or comments shall be directed to the POC listed below and received prior to the anticipated solicitation issue date. The Government intends to award to the responsible contractor whose offer is the lowest price that is technically acceptable to the Government based on the evaluation criteria contained in the solicitation. The anticipated contract award date is on or about 23 June 2015. The Government requires 18 each First Articles and 1,200 each (minimum) and 6,000 each (maximum) of production units over a five year ordering period. The anticipated minimum/maximum ordering quantities are 600 each (minimum) and 3,000 each (maximum) over the life of the contract. Delivery shall be FOB Destination. First Article quantity is due 180 days after contract award. Government allows 45 days for First Article Testing and Acceptance. Lot Acceptance Test (LAT) sample submission is due 60 days After First Article Testing and Acceptance. Government allows 45 days for Lot Acceptance Testing and Approval. Delivery of the first production lot is due 15 days after the LAT approval. The First Articles will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. First Article Testing (FAT) will be performed by the contractor at the contractor's facility and will be witnessed by Government Representatives from DCMA QAR and NSWC Crane. Lot Acceptance Testing (LAT) will be performed by the contractor at the contractor's facility and will be witnessed by Government Representatives from DCMA QAR and/or NSWC Crane. Offerors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the synopsis and solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. A draft technical data package is posted as an attachment to this synopsis on FedBizOpps. The draft technical data package is being provided for comments/questions prior to solicitation issuance. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free of charge at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOps website. It is the responsibility of interested vendors to monitor FedBizOps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
