- Full Notice The Office of Naval Research (ONR) intends to issue a Cost Reimbursement contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 1 February 2015 to the Woods Hole Oceanographic Institution (WHOI), Woods Hole, MA. The period of performance will be approximately twelve (12) months. The contractor shall support the extended Phase II of the Ocean Class Auxiliary General Purpose Oceanographic Research Vessel (AGOR) to provide expert technical input and associated support during design and construction of AGOR 27; assistance with inspection and quality control during construction; and direct support for trials, orientation, crew training, ceremonial events, and delivery of the OC AGOR. Phase II of the AGOR shipyard contract has been extended due to delayed delivery of AGOR 27 and AGOR 28. ONR intends to award this requirement as a sole source to WHOI because WHOI is one of two institutions selected by ONR under a merit based competition "Operator Selection for Two Auxiliary General Purpose Oceanographic Research (AGOR) Ships (AGOR 27 and AGOR 28)" to select academic institutions or formal consortia of academic institutions to operate and maintain the first of two vessels that will be used by U.S. academic institutions to meet Navy, national, and worldwide research and data collection requirements. As the institution selected for operation and maintenance of AGOR 27 in support of oceanographic research, WHOI is uniquely qualified to provide services for support during the extended Phase II portion of the shipyard contract. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $15M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
