- N0016415RGR74 - AN/SPS-49 PEDESTAL TEST SET DESIGN AND REPLACEMENT - FSG 58 - NAICS 334511 Anticipated RFP issue date 29 DEC 2014 - Anticipated closing 28 JAN 2015 Time - 2:00 PM EST The Naval Surface Warfare Center (NSWC), Crane Division intends to solicit and award a single Firm Fixed Price (FFP) contract for the design and manufacture of a new AN/SPS-49 Pedestal Test Set in support of Program Executive Office Integrated Weapons Systems. The purpose of the test set is to emulate select AN/SPS-49 Antenna system voltages, signals and other parameters. The Contractor shall design, develop, and deliver an AN/SPS-49 Antenna Pedestal Test Set that eliminates the use of system components. The contractor shall incorporate Commercial-Off-The-Shelf (COTS) components, subassemblies, and equipment into their Test Set design. The new test set will replace an existing test set which has exceeded its life expectancy. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering price, ability to meet the technical requirements in accordance with the specification, and past performance. THIS RFP IS FOR 100% SMALL BUSINESS SET ASIDE The following Contract Line Items (CLINs) are anticipated: CLIN 0001 - Preliminary Design Review 1/ea CLIN 0002 - Detailed Design Review 1/ea CLIN 0003 - AN/SPS-49 Pedestal Test Set 1/ea CLIN 0004 - Training 1/lot CLIN 0005 - Data (not separately priced) 1/lot Delivery will be FOB Destination 300 Highway 361, Crane IN 47522, within 365 days after effective date of the contract. Selection shall extend to the Government a standard sales warranty provided such warranty is available at no additional cost to the Government. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
