Description
The Mission and Installation Contracting Command (MICC) - Fort Knox is conducting market research for the following requirement: Firm-fixed price type contract for Full Food Services (FFS) at Fort Knox, Kentucky, during the base period of 1 April 2015 through 31 March 2016, with four one-year option periods. The FFS requirement will staff the dining facility located within the encampment of Fort Knox, Kentucky, in support of the Logistics Readiness Center. Additional dining facilities will be temporarily brought operational only during the summer training months. Randolph-Sheppard Act Compliance: This requirement is subject to exercise of the preference procedure regarding qualified State Licensing Agencies (SLA) for the Blind in accordance with the Randolph-Sheppard Act (R-SA). A technically acceptable offer from a qualified SLA will receive preference in accordance with the R-SA. What this means is that the Army will immediately start negotiations with the SLA and more important if a fair and reasonable price is reached, they will receive the award regardless of the other proposals. Fort Knox has received confirmation from a qualified SLA in the State of Kentucky of its interest in providing the services identified in this notice. The SLA is currently operating and has done so for 15 years in a satisfactory manner. All proposals received will be evaluated. The Army will award a contract to the lowest priced technically acceptable offeror after consideration of the above described preference policy regarding qualified SLAs for the Blind in accordance with the R-SA. The applicable NAICS code is 722310 and the size standard is $38,500,000. The MICC-Fort Knox intends to conduct a site visit. Time, date and location will be listed in the solicitation. The solicitation will be posted on FedBizOpps (www.fbo.gov). It is unknown at this time when the solicitation will be posted. No solicitation mailing list will be compiled. Contractors are encouraged to periodically check the website. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought notice. The Army is not obligated to, and will not, pay for any information received from potential sources as a result of this notice. Your response shall be no more than 5 pages in length and include the following: 1. Business Information a. Company name and address b. D&B Duns Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.) d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact - name, phone, email address g. A statement indicating the offeror's interest in submitting a proposal. h. A statement indicating what services, if any, will be subcontracted. 2. Contractor Capabilities Description of the contractor's capabilities to provide full food services at Fort Knox, Kentucky. Responses to this announcement are due no later than 2:00 PM, Fort Knox local time, on Wednesday, 10 December 2014, must be in writing, and shall be sent electronically to Barbara Mattingly at Barbara.j.mattingly2.civ@mail.mil.
