- The Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a sole source Firm Fixed-Price acquisition with Thomson Reuters (Scientific), Inc. of Philadelphia, PA. for an online subscription renewal of the Web of Science, Science Citation Index Online, Social Science Citation, and the Web of Science Technology Fee in support of the United States Naval Academy Annapolis, MD. The subscription renewal will be acquired in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.3 Other Than Full and Open Competition, Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedure. The North American Industry Classification System (NAICS) code for this acquisition is 519130. The subscription renewal will be required for one year with an effective date of 01 January 2015 through 31 December 2015. A complete Request for Proposal package will be available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 04 December 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the vendor. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov/portal/public/SAM/.
