- Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for a Structural Improvement project, at the United States Postal Service owned Ellsworth Main Post Office (MPO), 199 Main Street, Hancock County, Ellsworth ME 04605-9998. Work includes but is not limited to: Installing drilled micro-piles to support four interior column foundations and portions of the exterior foundation walls; Removing the floor slab and existing site soils from below the central portion of the building, installing geofoam blocks, and construction of a new reinforced concrete slab; Replacing some interior masonry block walls with metal stud and wall board construction; Repairing or replacing existing construction adjacent to affected interior construction to produce a finished interior environment; Repairing or replacing existing mechanical, plumbing and electrical systems adjacent to affected interior construction to maintain proper function of affected building systems; Reconstructing the men's, women's and public toilet rooms to provide accessible facilities for postal staff and patrons. Installing new underdrain outlet pipe to existing catch basin in parking lot; and Replacing cracked exterior masonry wall construction and performing exterior brick masonry repairs and repointing. The structural improvement project will also include all associated architectural, structural and indidental work shown on the contract documents. The estimated cost of the work is between $1M to $2M with construction completion no later than two hundred and forty (240) calendar days after receipt of the Notice to Proceed. The solicitation will open December 4, 2014 on USPS eSourcing Emptoris (see How to Participate below) and close on January 5, 2015. A pre-proposal meeting for this project will be held on December 22, 2014 at 11:00 a.m. EST on site. Attendance is not mandatory but is strongly recommended. Technical inquiries are to be addressed to Project Architect Ray Bolduc, WBRC Architect Engineers, at (207) 947-4511, or the USPS Project Manager, Andrew Stein at (603) 427-6282. The Postal Service bases contract award decisions on best value. An Award will be made to the lowest offeror that has an acceptable Schedule of Values, Management Plan, Experience Profile and other required documents. Offerors should review the entire solicitation to ensure all requirements are understood. MINIMUM REQUIREMENTS: Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Three examples of comparable projects as defined on form under Solicitation Attachment 21: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within ten (10) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Facility Manager or designee. Note: Successful offeror will be required to submit a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must familiarize themselves with the requirements of Clause F-102.
