- Synopsis: This is a sources sought announcement only. This is not a solicitation. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division is conducting market research to determine 8(a) organizations' capabilities for the re-compete of Contract W91RUS-09-C-0040, Operations & Maintenance (O&M) of the Army Military Auxiliary Radio System (MARS) Program and Associated Gateway Station located at Fort Huachuca, Arizona. The Army MARS Program requirements to provide non-personal services in support of the O&M of the Army MARS Gateway Station, Libby antenna field, Army MARS membership administration functions, region/state and Memorandum of Understanding (MOU) coordination functions, training management, emergency operations management, exercise support and documentation. The Contractor shall provide contingency communications support capabilities to support Army, Joint and Federal Agency, and Defense Support to Civil Authority (DSCA) for emergency operations. The anticipated period of performance is a one year base period, and four-one year option periods. The anticipated contract type is Firm-Fixed-Price. This work effort requires access to classified and controlled or sensitive information and facilities. Upon performance start date, all Contractor personnel shall possess and maintain a final SECRET security clearance over the life of the contract. For the purpose of this acquisition, the intended NAICS Code will be 561210. If you believe your firm qualifies as an 8(a) organization under the aforementioned criteria and has qualified personnel, relevant past performance experience, and the technical capacity to perform the type of work specified in the attached draft PWS, please submit a technical capabilities statement which includes the following information: (1) company name and mailing address; (2) point of contact (name, telephone number, and e-mail address); (3) socio-economic status; (4) number of employees; (5) a brief summary of your company's experience and past performance within the past three years as it relates to the magnitude and scope of the requirements outlined in the attached draft PWS. Each company's experience (Government or commercial) should include (a) name of project; (b) brief description of project; (c) contract or project number; (d) client/customer point of contact (name, address, phone number, e-mail address); (e) dollar value of the contract/project; (f) period of performance of the contract/project; and (g) relevance of the contract/project to requirements in the draft PWS. Technical Capability Statements can be submitted in your own format and shall be 10 pages or less. Again, this announcement is being used solely for conducting market research to determine 8(a) organizations' capabilities for the re-compete of Contract W91RUS-09-C-0040, O&M of the Army MARS Program and Associated Gateway Station located at Fort Huachuca, Arizona. This is not a request for proposals nor is the technical capability statement considered to be a proposal. Only companies which qualify as an 8(a) organization should respond to this announcement. No reimbursements will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
