Introduction/Description: The acquisition strategy for this procurement has not been determined at this time; however, either an unrestricted competition or set-aside will be chosen depending on the responses to this market survey. This project includes but is not limited to and incidental related work: 1.1.1 Installation of the replacement PAPI The contractor will install the four LHA (Light Housing Assembly) units and the PCA (Power Control Assembly) for the PAPI fo runway 28L as indicated on the construction drawings. Work includes but is not limited to: removal of the existing airfield VASI equipment, equipment mounts and concrete foundations; constructing new foundations for the PAPI; constructing a new PCA rack for the PAPI; construction of an EES grounding system; installation of new hand holes, conduit and wiring as shown on the drawings for power and control wiring; construction of new conduit and wire to supply power for the PAPI ™s as indicated on the construction drawings; site work; and installation of the Government Furnished LHA, PCA and Radio Control System equipment at the field site. NOTE: This work will be accomplished at night between 11:30PM and 05:30AM while the runway is closed. The existing VASI will remain in service until the new PAPI and REIL are completed and flight checked. The contractor will provide surveying services to locate the PAPI system and to provide information to baffle the LHA ™s from being usable past 2.5 degrees on the approach to runway 28L on the left. The contractor will install the baffles in the LHA ™s to incorporate these conditions. 1.1.1Installation of the replacement REIL Contractor will install the two IUA (Identifier Unit Assembly) units and the PCC (Power Control Cabinet) for Runway 28L as indicated on the construction drawings. Work includes but is not limited to: removal of the existing airfield REIL equipment, equipment mounts and concrete foundations; constructing new foundations for the REIL; constructing a new PCC rack for the REIL; construction of an EES grounding system; installation of new hand holes, cans, conduit and wiring as shown on the drawings for power and control wiring; construction of new conduit and wire to supply power for the REIL as indicated on the construction drawings; site work; and installation of the Government Furnished IUA and PCC equipment at the field site. NOTE: This work will be accomplished at night between 11:30PM and 05:30AM while the runway is closed. The existing REIL will remain in service until the new PAPI and REIL are completed and flight checked. Dollar range of procurement: Between $250,000.00 and $500,000.00 In order to make this determination and be considered responsive, interested offerors must complete and submit the attached Business Declaration Form and if applicable, a copy of your SBA 8(a) certification letter to elsa.gonzalez@faa.gov by 3:30 PM PDT on Friday, December 19, 2014.
