Description
Senor Platform Site Design and Construction RequeRequest for Information (RFI) Sensor Platform Site Design and Construction THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The U.S. Customs and Border Protection (CBP) is not at this time seeking proposals. CBP will not pay for any cost associated with responding to this RFI. All costs will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be posted in the Federal Business Opportunities (http://www.fbo.gov). Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Background: CBP is an agency of the Department of Homeland Security (DHS) whose mission is to prevent the illegal flow of people and goods across U.S. air, land, and sea borders while expediting the safe flow of lawful travel and commerce. As the nation's single, unified border agency, CBP's mission is vitally important for the protection of the American people and the national economy. CBP represents the first line of defense of America's borders. One of CBP's strategic objectives is to establish and maintain effective control of air, land, and maritime borders with the appropriate mix of infrastructure, technology, and personnel. Purpose: The purpose of this RFI is to seek industry information regarding the capability to design and construct towers, shelters, enclosures, fencing, power systems, access roads, and other associated infrastructure. Small businesses are encouraged to respond to this RFI in order to assist CBP in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to this RFI are solicited from all interested parties. Requirements: The requirements specified in the following section define the tasks necessary for the engineering, design, and construction of the tower sites, towers, tower platforms, shelters, power (Grid, solar, battery, HVAC, generators, etc), and security fencing. Information received from this RFI will assist the Government in gaining insight on the ability of the industry to perform this work. Vendors are responsible for all aspects of construction, including, but not limited to the requirements listed in the following table. Requirements 1 Engineering and designing the sensor/relay sites (building mounted platforms/sensors, towers (monopoles, lattice, mobile, guyed, etc. with varying heights) and associated infrastructure • Engineering and design work (analyses and drawings) that is governed by building code shall be certified (stamped, signed, and dated) by a licensed professional engineer in an appropriate discipline in the state of the proposed work. • As-built drawings shall be certified in a similar manner indicating the compliance of the final construction with applicable building codes and standards. • Structural and foundation analysis data • Progressive design submittals (15%, 35%, 65%, 95% & 100%) • Vendor must conduct any required soil studies (i.e. hydrological, topographic and geotechnical survey). • Geo 2 Providing the tower site components and all related items (towers, tower platforms, shelters, power (Grid, solar, battery, generators, etc), and security fencing. 3 Construction of the tower sites and all related items (to include site prep, approach roads, shelter/equipment pads, grounding, lightening protection, etc.) 4 All tower sites must be designed in accordance with the IBC, TIA-222-G, ASCE 7, NFPA 70, and other applicable national, federal, state, and local codes and standards. 5 Grounding, Surge and Lightning Protection in accordance with FAA-STD-019e, Motorola R56, and NFPA 780. Submission Requirements: Interested parties are requested to submit a completed Official Response Form (see Attachment A) consisting of the following information no later than 5:00 p.m. EST, December 19, 2014: I. Company Profile II. Capabilities Statement III. Summary of Relevant History Table IV. Description of Products Available V. Pictures, Drawings, Diagrams, etc. (Optional) Submit requested information by e-mail To: Denise.C.Adderley@cbp.dhs.gov CC: Timothy.O.Evans@cbp.dhs.gov Submitted information packages shall be viewable in Microsoft Word 2003 or Acrobat Reader 7.0. All submissions (email including attachments) must be less than 10MB. Oversized packages will not be received. CBP will not review any pages beyond the limits stated for each section or information including appendices, marketing brochures, catalogs, etc. CBP will review the responses to help identify interest and the ability of the vendor community to provide support in the areas outlined in this RFI. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and completely separated. Be advised that no submission will be returned. NO TELEPHONIC DISCUSSIONS WILL BE HELD. NO MAILED RESPONSES WILL BE ACCEPTED. Responses to this RFI are solicited from all interested parties. The Government may utilize support contractors to review and analyze vendor responses to this RFI. Attachment B is a copy of the DHS Non-Disclosure Agreement (DHS Form 11000-6), which the Government will require each support contractor employee to sign prior to commencing review and analysis of RFI responses.
