- This is not a Pre-solicitation or Solicitation announcement. This is a request for information sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 541611, with a small business size standard not to exceed $14,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541611? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below: 2. SCOPE OF WORK: The contractor shall provide the necessary SMEs to perform analysis and assessment of ERDC capabilities in each of the areas of Excellence above; to participate in Federal Research and Development (R&D) laboratory peer reviews; business area program development reviews, portfolio reviews and assessments; conduct trend analysis; process analysis, recommendation, and documentation to include writing and editing; benchmarking participation and orchestration; organizing and facilitating workshops and seminars for professional development; and consulting in outreach mechanisms for technology transfer, organizational effectiveness, marketing and business development, and communications. The objective of this effort is to provide the ERDC with Subject Matter Experts (SME) that can provide analysis and techniques to establish robust, integrated strategic, operational, and tactical planning process for these seven laboratories in the areas of program development, lab operation, and organization effectiveness to include the development of processes to achieve identified missions and goals. SMEs are required in the following areas of Excellence: Organizational Effectiveness * Organizational Infrastructure * Human Capital * Strategic Communications * Metrics * Laboratory Operations * Facilities Management Outreach * Community Outreach * Benchmarking * Marketing and Business Development * Quality Management System Assessment Science and Technology Research & Development Program * Basic Research Assessment * Portfolio Review and Analysis * Lab and Business Area Strategic Reviews * R&D Red Teams * Technology Transition * Commercialization Task 1: Organizational Effectiveness. Since its inception in 1998, ERDC staff and leadership have worked to become a leader among Army R&D laboratories. ERDC is not satisfied with being the best among Army labs, but aspires to a vision of being a world premier laboratory. To help it achieve that goal, ERDC leadership conducts benchmarking efforts to assess the best of the best of Federal and National laboratories, organizations, and industry in such areas as development of Organizational Infrastructure, assessments and development of Human Capital initiatives, establishment of internal and external Strategic Communications, identifying aspects of Metric collection and develop tools to benefit the organizational development, assessment and enhancement of Laboratory Operations and Facilities Management, to include Community development and outreach, and development of business processes and documentation through a Quality Management System. The ERDC has five business operation areas identified and is working to achieve by 2020: Business sophistication - knowing what to invest in and why. Employee success - building on and improving our current human capital efforts. Superior solutions - implementing the best practices and processes to executive in an efficient and timely manner. Strategic communication - developing internal and external communications to share information and opportunities. Transition stratagem - deliver our products to the customer in a timely manner and ensure proper transition. SMEs must have expertise to provide analysis and assessment of ERDC capabilities in each of these areas; to participate and/or recommend benchmarking opportunities for ERDC leadership in the various areas identified above; assess on-going ERDC activities and processes against best practices applied by world class R&D organizations in the broad spectrum of Program Development, Human Capital, Marketing and Business Development, Communications, and Community and Organizational Effectiveness; assist the ERDC in establishing missions and goals to enhance the ERDC organizational performance in these areas; and recommend and/or conduct enrichment opportunities to enhance ERDC leadership assessment capabilities. Task 2: Science and Technology Research & Development Program. The ERDC has four Business Areas of technical R&D: Military Engineering - Creating new technologies to solve critical warfighter problems related to deploying, maneuvering, mobility, counter mobility, sustaining, and protecting the current and future Force at any location at any time. Geospatial Research and Engineering - Providing warfighters with an accurate and timely understanding of the battlespace ensuring information superiority and situational awareness. Environmental Quality and Instillations - Exploiting and developing state-of-the-science, cost-efficient technologies that solve critical environmental and installation sustainability problems impacting mission readiness and operational success of the current and future Force. Civil Works - Addressing the needs of the Corps' Civil Works program, with primary emphasis on navigation, flood and storm damage reduction, environmental issues, and watershed assessment and management. ERDC conducts multiple reviews and strategic assessments each year; to include but not limited to, assessment of the Basic Research program, an analysis of the complete program portfolio, reviews of the ERDC Business Area (BA) strategic plans and/or ERDC Lab strategic plans (alternating years), and periodic Red Team reviews of individual ERDC labs or business areas development plans. These reviews bring together noted technical experts in science and engineering as well as expertise in research & engineering leadership and program management to examine the relevance, impact and effectiveness of the ERDC R&D programs and the ERDC program and laboratory strategic plans. These SMEs, external to the ERDC, are needed to review and provide professional opinions and to share experiences as they relate to the quality and direction of the ERDC R&D plans, capabilities, technical direction, commercialization opportunities, and technology transfer efforts. 3. Subject-Matter Expert Areas Sought: PROGRAM/PROJECT MANAGEMENT EXPERTISE: Program Manager - Organizes, directs, and manages the contract operation and contractor personnel assigned to specific task(s). Must have demonstrated capability for oral and written communications with all levels of management. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. The PGM/PM ensures conformance with task schedules and costs. PROGRAM/PROJECT MANAGEMENT EXPERTISE: Project Control Specialist - Performs complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issue that may require a report and recommend solutions. The Project Control Specialist serves as project planner, coordinator, and facilitator. PROGRAM/PROJECT MANAGEMENT EXPERTISE: Project Manager - Prepares product plans; coordinates the production process; updates clients on project-related activities. ADMINISTRATIVE EXPERTISE: General Administrative Expertise - editors, proofreaders, data analysis, general administrative duties to provide a quality finished product as identified by the task order. ADMINISTRATIVE EXPERTISE: Database Development - collection, software applying process improvement and reengineering methodologies and principles to information programs and systems and conduct process modernization projects. Responsible for effective transitioning of existing project teams, and facilitation of project teams in the accomplishment of project activities and objectives. Key coordinator between multiple project teams to ensure enterprise-wide integration of reengineering efforts. COMMUNICATIONS EXPERTISE: WEB Content Development - A working knowledge of several of the following are required: English, Journalism, graphic design or a related field, Web-site management, web servers, intranet site structures, and Web-related software (ex. - MS FrontPage, Dream Weaver, Access, HyperText Markup Language (HTML), and Web 2.0 software such as wikis, portals, and Microsoft Sharepoint). COMMUNICATIONS EXPERTISE: WEB Page Designer - Experience in web design and development using HTML and Java is required. Provide on-the-job training for the development, maintenance, and updating of Web pages. Must have good communication skills and the ability to work with all levels of management and technical personnel. Must possess a working knowledge of browsers, editors, graphic design software (e.g., PhotoShop, Illustrator). Experience with animation software and image optimization. COMMUNICATIONS EXPERTISE: WEB Project Manager - must have the ability to manage and develop Web sites. Lead team of Content Administrators, Software Developers and Designers. Preference is for an individual with project management and Web development skills. Provide leadership to a team to gather/analyze client requirements, write/edit web copy, work with internal/external resources on design, coordinate with IT Services on development, and work with Legal/Regulatory on content approvals; coordinate/document all aspects of the project; develop/manage client request/review process; track all requests/changes; and adhere to a project timeline. COMMUNICATIONS EXPERTISE: Communications Analysis Experts - provides analysis of media markets for new concepts/product ideas; develops strategies for targeting and accessing markets; gathers data; prepares marketing materials; writes communications materials for print, Web, multimedia, and video. COMMUNICATIONS EXPERTISE: Strategic Communications Manager - develops communications strategy, plans, and marketing materials; collects, evaluates, and interprets information, and incorporates it into print, Web, multimedia, or video/film projects; guides project from concept to evaluation; develops communications strategy, plans, and marketing materials; familiarity required with media-buying techniques, Nielsen ratings, and other media-tracking tools; thorough understanding required of demographics and advertising/messaging techniques; assists managers and acquires necessary staff, equipment, supplies, etc. COMMUNICATIONS EXPERTISE: Graphics Specialist - Creates graphics, animations, interactive interfaces, and special effects designs for web, print, video, and multimedia products COMMUNICATIONS EXPERTISE: Video Specialist - Films videos, edits, compiles animation and music, and final video production. ANALYSIS: Analyst Specialist - implements standard techniques, procedures and/or criteria as they apply to the technical or administrative discipline relating to the task. Develops draft inputs to program documentation as it relates to any of the support functions; reviews final draft documents for conformity to requirements and completeness. Organizes and maintains management files; tracks preparation and delivery status of data deliverables. Attends meetings, design reviews, working groups and briefings; reports issues and problems; recommends solutions. ANALYSIS: Business Process Specialist - Specialists and/or consultants who will provide expertise in the identification and development of superior business processes for efficiency and effectiveness. May require data collection and analysis. TECHNICAL EXPERTISE: Environmental Science Experts - land reclamation, toxicology, UXO, environmental research and development - Specialists and/or consultants who will provide expertise in the area(s) specified by the customer. The customer must approve the use of this category on a case by case basis. TECHNICAL EXPERTISE: Military Engineering Experts - materials penetration, explosives, war fighter needs, Specialists and/or consultants who will provide expertise in the area(s) specified by the customer. The customer must approve the use of this category on a case by case basis. TECHNICAL EXPERTISE: Water Management Experts - water resource management, dredging, hydraulic and coastal engineering, flood risk management, navigation engineering and marine transportation systems, and environmental sustainability. This labor category exists for the use of specialists and/or consultants who will provide expertise in the area(s) specified by the customer. The customer must approve the use of this category on a case by case basis. TECHNICAL EXPERTISE: Research and Technology Advisor - transitioning research and innovations into operations and applications TECHNICAL EXPERTISE: Career and Organizational leadership specialists - strengthen employee relations and accountability; develop leadership skills; strategic development of organizational leadership direction and objectives TECHNICAL EXPERTISE: Human Capital Development - strategic alignment of human capital with organizational mission, career development, supervisor training, and performance analysis. TECHNICAL EXPERTISE: Workshop Facilitation - coordinate and facilitate all logistical requirements, and develop objective and facilitation plans to conduct workshops to successfully achieve desired results in accordance with specific task(s). TECHNICAL EXPERTISE: Policy Development experts - science and technology, disaster reduction, and water resources. TECHNICAL EXPERTISE: Corporate Strategic Planning - Provides research and strategic planning expertise; creates high-level project related content and media; develops and writes reports for multi-faceted programs; designs measurement strategies, metrics, and methodologies; identifies, defines, measures progress of corporate strategic objectives, and monitors performance issues. TECHNICAL EXPERTISE: Risk Assessment - specialists/consultants to guide the identification of risk challenges and multiple levels (organizational, corporate, program), practical solutions of approach, conduct benchmarking assessments, and provide professional services to develop vision and scenario-based planning. TECHNICAL EXPERTISE: Technology Broker - Specialists/Consultants in brokering technology within various Federal and Commercial markets. Must have experience in successfully identifying technology transition opportunities to the Defense, Intelligence, and Homeland Security government markets that lead to new technology development opportunities. TECHNICAL EXPERTISE: Business Development - Specialists/Consultants in establishing new partnering opportunities, venture capital opportunities, identifying, attracting, and contributing to the acquisition of new stakeholders and customers in the science and technology area as it pertains to DoD and other Federal laboratories.
