- The United States (U.S.) Army Contracting Command - New Jersey (ACC-NJ) is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to refresh/update research conducted in Fiscal Year 2013 and 2014 by further identifying potential businesses that have the skills, experience, knowledge, and capabilities required to conduct research, studies and analyses covering a range of personnel-related topics including: monthly reporting, database development and maintenance, confirm postal addresses, produce and distribute paper survey questionnaires and mailing materials, prepare and distribute on-line survey questionnaires and materials, monitor data collection, telephonic and on-line support, prepare verbatim qualitative databases and database and methodological documentation to support the Army Research Institute (ARI) for the Behavioral and Social Sciences. The North American Industry Classification System (NAICS) is 541720 for Research and Development in the Social Sciences and Humanities. This announcement is NOT a Request for Proposal (RFP) and does NOT bind the Government in any way. This is market research to identify potential businesses in the form of a Sources Sought Announcement. Interested parties shall not be reimbursed for costs associated with preparation of their responses. Interested Offerors are requested to review the associated attachments (Performance Work Statement (PWS)) and submit a capabilities statement based on the work identified in the PWS not to exceed three (3) pages (excluding cover sheet) to include Business Size, DUNS, and CAGE Code. Offerors are also request to submit comments to the PWS in a separate Microsoft Word Document. Each comment shall be chronologically numbered and reference the PWS paragraph number when applicable. SUBMITTAL: Capability Statement Submissions and Comments to the Draft PWS shall be submitted electronically No Later Than (NLT) 08 December 2014 at 2:00 PM EST to Contract Specialist, Valerie Norris at Valerie.L.Norris2.civ@mail.mil. The subject line of the email shall read quote mark W15QKN-14-R-0069-CAPABILITIES-COMPANY NAME quote mark. NOTE: The Response date and Archive Date identified under the General Information column of this announcement is for archiving purposes ONLY.
