- Amendment 0002 is hereby issued to change the dates of services and to extend the response due date. The dates of services have been changed from Sunday, April 26, 2015 through Saturday, May 23, 2015 to Sunday, July 05, 2015 through Saturday, August 01, 2015. Solicitation response due date is extended to Friday, December 12, 2014 by 2:00 PM EST. All other Terms and Conditions remain the same. Amendment 0001 is hereby issued to clarify the response due date is Monday, Dec 08, 2014 by 2:00 PM EST. This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5715Q80026 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The NAICS Code is 561599 and the Small Business size standard is $19M. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77, effective November 13, 2014. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, has a requirement to provide lodging for one (1) individual, with an option for nine (9) additional individuals for four (4) weeks. The Government intends to award a Firm Fixed-Price Purchase Order on a sole source basis to the Residence Inn Marriott, Cambridge, MA. Interested and responsible parties may submit a capability statement to the Point of Contact for this notice which will be considered by the Government. The capability statement must provide clear and convincing evidence of the firms' capability to meet the requirement described in this notice. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this notice. Responses received after fifteen (15) calendar days or without the required documentation will not be considered. No reimbursement will be made for any costs associated with providing information in response to this announcement. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted. Statement of Work 1.0 Background: The Volpe Center operates within the Office of the Secretary of Transportation Office of the Assistant Secretary for Research and Technology. The Volpe Center provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs. The Volpe Center, on behalf of the United States Department of Defense - U.S. Africa Command (US AFRICOM), will be conducting a workshop in an effort to support the sustainability of AFRICOM and partner-nation sponsored maritime surveillance systems. 2.0 Requirements: CLIN 0100: The Contractor shall provide one (1) room within ½ of a mile of the US Department of Transportation, Volpe National Transportation Systems Center, 55 Broadway, Cambridge, MA 02142, from Sunday 05 July, 2015 through Saturday 01 August, 2015. OPTION LINE ITEM CLIN 0200: The Contractor shall provide up to nine (9) additional rooms within ½ of a mile of the US Department of Transportation, Volpe National Transportation Systems Center, 55 Broadway, Cambridge, MA 02142, from Sunday 05 July, 2015 through Saturday 01 August, 2015. Notes: The requirement is solely for the reservation of up to ten (10) rooms. The Contractor shall make these rooms available at a rate not greater than the Federal Fiscal Year 2015 per diem rate of $231.00 per night, billed to the Volpe Center. The Volpe Center shall notify the Contractor its intent to exercise OPTION LINE ITEM CLIN 0200 no later than 05 May, 2015. The hotel rooms will be furnished with kitchen amenities at a minimum that include: a refrigerator, microwave oven, cook top stove /conventional oven, dishwasher, microwave oven, pots & pans, utensils, serving dishes, and silverware. Internet services shall be included as part of the room rate. Each occupant will be responsible for his/her own incidental charges secured by either a credit card or a refundable cash deposit of no more than $200.00. All incidental charges incurred are to be paid upon checkout by the attendees. The Government will not be liable for any local or long distance telephone calls made by the occupants. The Contractor shall be responsible for the collection of telephone bills for calls made by the occupants. The Government assumes no liability for damage caused by the occupants. INSTRUCTIONS TO OFFERORS FAR 52.212-1, Instruction of Offerors-Commercial Items applies to this acquisition and is incorporated by reference. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items. An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically using the System for Award Management (SAM) accessible via http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically in SAM, the Offeror shall complete only paragraphs (c) through (o) of this provision. The Offeror is reminded that if it completes its annual representations and certifications electronically in SAM it must update its representations and certifications as necessary, but at least annually, to ensure they are kept current, accurate, and complete. All Contractors must be registered in SAM in order to receive an award from a DOT Agency. The Government intends to award one (1) purchase order on a firm-fixed price basis as a result of this solicitation. The period of performance for this purchase order will be from July 05, 2015 through August 01, 2015. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation.
