- The US Army Engineering and Support Center, Huntsville (HNC) is conducting market research for a web-based application/system which will be used to more effectively manage the USACE DLA Energy Program by automating the processing of service orders. A commercial off the shelf (COTS) system is acceptable as a deliverable as long as it satisfies all of the HNC requirements. Some custom development on a COTS may be required. A draft of the performance work statement is attached. This synopsis is for Market Research purposes only and is not a request for proposal (RFP) or request for quote (RFQ). If you are an interested firm, please provide answers to the following questions. 1. The name of your firm, mailing address, contact information, DUNS number, and CAGE code. 2. Does your firm sell the products and services described in the PWS on a Commercial-Off-the-Shelf basis WITHOUT modification? If so, identify the product and provide product literature. 3. Would you recommend modifying an available commercial system or custom building one from scratch? If you would modify an available commercial product, name the product and VERY BRIEFLY explain the kind of modifications required. Very broadly, how many man-hours of work would be required to effect the modifications? 4. Do you have past experience (completed within the past 36 months) or current experience performed as a prime contractor that is substantially the same in scope, size, and complexity of this requirement? If so, provide a brief narrative describing the nature and complexity of the work. 5. Have you developed similar software for Federal, State, and/or Local Governments? If so, please specify which Agencies. 6. What software development method(s) do you utilize when developing software applications (i.e., waterfall, rapid application development, incremental, agile, etc)? Which method do you prefer and why? 7. How do you ensure that you fully understand the requirements of a software development project? 8. Which NAICS code would recommend for this product/service? Submission Requirements: The Government does not intend to rank responses to this Sources Sought posting, or to reply to interested companies/firms. This synopsis is for Market Research purposes only and is not a request for proposal (RFP) or request for quote (RFQ). The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
