Description

Notice of Intent to Sole Source: The Department of Veterans SAO West NCO 19, Rocky Mountain Acquisition Center, 4100 E. Mississippi Avenue Suite 900, Glendale, CO 80246 intends to enter into sole source procurement authorized/required by statute FAR6.302-5, for contracts for orthopedic and prosthetic appliances citing 38 U.S.C. 8123, with HOWMEDICA OSTEONICS CORP. (doing business as Stryker Orthopedics) at 325 Corporate Dive, Mahwah, NJ 07430 for the procurement of a complete Gamma 3 Distal Targeting-Nailing Kit with T2 surgical implant screws. The anticipated requirement will be a complete surgical implant kit for the Denver VA Medical Centers OR Trauma Surgeons. HOWMEDICA OSTEONICS CORP has been found to be the only source available to provide this surgical equipment to the Denver VA Medical Center located at 1055 Clermont Street in Denver, Colorado. No other vendor was able to provide the requested items. A physician's decision to use a particular manufacturer's orthopedic implants or orthobiological products is based on physician preference/expertise. The use of particular implants and orthobiological products requires highly specialized training. Use of equipment a surgeon is familiar and comfortable with can directly impact the outcome of patient surgeries. Additional instrumentation sets such as drills and placement equipment are essential to proper surgical implant procedures. Equipment is proprietary and designed for use on specific surgical implants. The instrumentation sets must be readily available for emergency surgeries that require these specific surgical implants. Stryker provides on-site representatives to assist and oversee proper use of their equipment. This presence of trained technical experts is vital to ensuring that the patient is being given the highest quality and necessary treatment. The associated NAICS Code is 339112. This is a Notice of Intent and is not a request for competitive proposals. This notice of intent is not a request for competitive quotes. No solicitation document shall be posted and telephone requests will not be accepted. However, any manufacturer that determines it can meet the requirements may give written notice via e-mail to kurt.tanny@va.gov prior to 12-10-2014 at 12:00 PM Mountain Time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. All responses received will be evaluated; however, the information received will be used solely for the purposes of determining whether to conduct a competitive procurement at the sole discretion of the Contracting Officer.
