- ***This notice has been amended - Please see revised language below regarding work hours*** This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Baltimore District to inform interested/potential contractors of the District's imminent issue of an Request for Proposal Package for its construction project, entitled "Repave HQC Parking Lots and Roads." PROJECT INFORMATION: This project is for repaving of the Defense Logistics Agency, McNamara Headquarters Complex (HQC) parking lots and perimeter roads on Fort Belvoir, VA. The work shall be located at the Defense Logistics Agency Headquarters in Fairfax County, Virginia. The project area is approximately 40 acres (98,000 SY of parking lot and 31,000 SY of roadways). The work will be accomplished in phases during regular work hours from 7:00AM until 7:00PM Monday through Friday. Physical construction shall occur between May 1, 2015 and August 31, 2015. Road network work may be completed on weekends to minimize disruption to DLA staff during normal business hours. The project consists of mill and overlay, full-depth asphalt pavement reconstruction, and full-depth asphalt pavement repair in isolated areas, along with minor grading and installation of storm run-off appurtenances to rectify existing ponding areas. Specifically, the full-depth asphalt pavement reconstruction requires removing the full depth of existing asphalt down to existing sub-base stone/aggregate and replacing with either standard-duty pavement section or heavy-duty pavement section. In some instances, this work is applicable to limited/isolated areas. The remaining work includes mill and overlay, grading, drainage, and storm water management. In addition, the project encompasses repainting/striping of parking stalls and reserved-space markings, handicap-accessible parking symbols, parking stall barriers, fire lanes, crosswalks, traffic lines, and directional arrows to match existing markings. PROJECT LOCATION: Ft. Belvoir, VA ACQUISITION INFORMATION: Competition for this acquisition is set aside for Small Business Concerns. The Classification Code for this procurement is North American Industry System Code 237310, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is between $1M and $5M. The Request for Proposal (RFP) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the RFP Package from: http://www.fbo.gov. The RFP Package will be available at the aforementioned Internet site on or about 9 December, 2014. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE RFP DOCUMENT, THE DATES IN THE RFP DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE RFP ISSUANCE DATE AND THE DUE DATE FOR OFFERS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov.
