- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation FDA-SOL-1142815 is being issued as a request for quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. This requirement is not set-aside for small business and is being solicited under full and open competition using Simplified Acquisition Procedures per FAR Part 13. A fixed-price contract with economic price adjustment is anticipated. The associated North American Industrial Classification System (NAICS) code for this procurement is 324110, with a small business size standard of 1500 employees. The U. S. Food & Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is seeking to purchase 15,000 gallons of # 2 Diesel fuel for (5) 2.5 Meg generators located at the FDA's White Oak Campus in Silver, Spring, MD. The contractor shall add fuel until the fuel indicators demonstrate full levels, meaning no topping off tanks. Fuel shall be Ultra low sulfate diesel (sulfur content is not to exceed 15 ppm and must be indicated on the invoice) with Ceatane rating of 42-47 percentage. Fuel additives must have a minimum of 90% biobased content. Vehicles shall be insured and licensed to transport fuel in Maryland and conform to all DOT rules for mobile refueling vehicles while driving and operating on the FDA White Oak Campus. PRICING: Pricing shall reflect the total cost for 15,000 gallons of # 2 Diesel fuel to include delivery and other items necessary for performance of the contract. Fuel cost shall be broken out from other costs. Fuel shall be priced as if delivery will be made on December 8, 2014. A pricing adjustment may be made for the market price on the date of delivery. DELIVERY Delivery shall occur on December 12, 2014 and be coordinated with the Contracting Officer's Representative.
