Description
The Naval Air Warfare Center - Aircraft Division, Lakehurst NJ intends to procure a quantity of ten (10) Aeroflex brand name Identification Friend or Foe (IFF) bench level Test Sets (P/N: IFF45TS-110). The solicitation will be open to the Original Equipment Manufacturer and all authorized distributors of Aeroflex equipment only. The configuration of the Test Set is provided below: DESCRIPTION; PART NUMBER IFF XPNDR Modes / 110V ITAR; IFF45TS-110 IFF XPNDR Mode 5 Option IFF45TS; 45TSOPT1 IFF Interrogator Modes Option; 45TSOPT2 IFF Interrogator Mode 5 Option; 45TSOPT3 ADS-B Out Option; 45TSOPT5 KIV-78 Adapter for IFF 45TS; 45TSOPT9 A QTY of 8 Test Sets is required with all of the above options and a QTY of 2 Test Sets is required with all but Option 5. This procurement will support the NAWCAD Identification Systems Division; AIR-4.11.2 Mode 5 transponders AN/APX-123(V) and AN/APX-123A as well as for Mode 5 Interrogators AN/UPX-41(C) and AN/UPX-45 testing and certification requirements. NAWCAD 4.11.2 is required to maintain certification of these Mode 5 Transponders and Interrogators in accordance with specified requirements set forth by the AIMS 03-1000B technical standard. Therefore, the Government requires a bench level test set that can provide higher test accuracy ratios than typical flight line IFF testers that provide only a go/no-go test set for Modes 1, 2, 3A, C, 4, 5, and S. The required bench level test sets must be capable of providing the following: AIMS Box and Platform certifications of Mode 5 Transponders and Interrogators, new equipment receipt testing, shipboard groom testing of Mode 5 equipment, information to assist with Performance Based Logistics (PBL) contract repairs for Naval Supply Systems Command (NAVSUP), and integration testing of IFF equipment for Combat ID and Air Traffic Control Systems. Aeroflex IFF45TS Test Sets are the only known Mode 5 test set capable of meeting NAWCAD 4.11.2 bench level testing requirements as reflected above. The Government intends to award this requirement under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1. As a result of this solicitation, NAWCAD Lakehurst intends to award one Firm Fixed Price Contract based on the determination of Lowest Price Technically Acceptable. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this effort is solely within the discretion of the Government. Solicitation N68335-15-R-0074 will be competed online at the www.FedBid.com. For this action, the Government is conducting an online competitive reverse auction, which is being facilitated by the third-party reverse auction provider, FedBid, Inc. Contractors are advised that they must check www.FedBid.com for the most current documents pertaining to this solicitation. Hard copies of the solicitation and amendments WILL NOT be mailed to the contractors. The estimated date of solicitation posting is 22 December 2014. All responsible Offerors that respond to this solicitation MUST submit their bid using the online exchange located at www.FedBid.com.
