15SNB09_spec note The Government is issuing this RFI/sources sought announcement as part of market research for multispectral beacons and signaling operations. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN is seeking information from companies with the capabilities and facilities to provide multispectral beacons and signaling capabilities. The Government is seeking multispectral beacons in the following wavelength bands: Near Infra-Red (NIR), Short Wave IR (SWIR), Mid Wave IR (MWIR), and Long Wave IR (LWIR). Other features will be considered such as selectable spectrums, programmable blink rates, remote activation, data communication, and environmental sealing. The Government is seeking multispectral beacons that operate in a maritime environment and are powered from an 18-32 Volt DC unregulated source or a self-contained battery source. Current beacon systems, if equipped in the respective wavelength band, provide near omni-directional emission with the following approximate optical intensities: NIR - 750 mW/sr; SWIR - 130 mW/sr; MWIR - 230 mW/sr; and LWIR - 45 mW/sr. The Government is aware that the detection ranges of these beacons depend upon many factors; however, range performance estimates shall assume detection systems utilizing high performance sensors. These sensors include stabilized gimbaled camera systems (with instantaneous Field of View (iFOV) of 30 µrad or less), night vision goggles, and handheld imagers. The detection systems shall approximate atmospheric loss calculations in varied environments, with varied ambient environments. The ranges should fall into the following areas: 0 to 500 meters will be short range, 0.5 to 5 kilometers will be medium range, and 5 kilometers and above will be long range. The Government will place special emphasis on long range detection. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as descriptions of use in similar applications, drawings, brochures, videos, summary of prior testing, a budgetary estimate of test articles and production units by 4:00 PM EST on 5 Jan 2015. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought is an initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
