- This Presolicitation Notice is for anticipated Solicitation Number W15QKN-15-R-0024 which will be issued as a Request for Proposal (RFP). This solicitation will be for commercial products/services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, and supplemented with additional information that will be posted as part of the solicitation announcement. The NAICS code for this requirement is 332994 (Small Arms, Ordnance and Ordnance Accessories Manufacturing) and the small business size standard is 1,000 employees. This procurement is being issued as a 100% Total Small Business Set-Aside in accordance with FAR 19.502-2(b)(1) and (2). This is based on market research including the results of the Sources Sought/Market Survey Notice published in Federal Business Opportunities (FedBizOpps) W15QKN-14-X-0334 released on 18 Jul 2014 with responses due on 1 Aug 2014. The Defense Priorities and Allocations System (DPAS) assigned rating for this solicitation is DOA5. The Army Contracting Command - New Jersey (ACC-NJ) intends to award multiple Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts with five (5) one (1) year ordering periods with no option periods. The Government reserves the right to make multiple awards in accordance with FAR 16.504(c). The Government will select for award of both Basic Contracts and Delivery/Task Orders the best overall written proposal that represents the best value to the Government. The Government will utilize the policies contained in FAR Part 12, Acquisition of Commercial Items. Delivery/Task orders will be competed if multiple awards are made. The Government intends to award on a Best Value Basis to procure Nonstandard Weapons, Parts and Accessories and Training Support in support of US Army Armament Research, Development and Engineering Center (ARDEC), Department of the Army (DA), Other Government Agencies (OGA), and Foreign Military Sales (FMS) Requirements in accordance with the Statement of Work. This is a Presolicitation Notice and the Government anticipates that a formal solicitation for RFP will be posted in January 2015. All information is to be furnished at no cost or obligation to the Government. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM). This registration can be accomplished at the following website: https://www.sam.gov/portal/public/SAM/. Therefore, all interested and potential firms must be registered in SAM, and current firms must update their registrations regularly to reflect the most current company information and to maintain active status ensuring registration does not expire.
