- Description
- The Recovered Chemical Materiel (RCM) Directorate, Chemical Material Activity, has the mission responsibility, as mandated by Public Law 102-484, for the disposal of all applicable Department of Defense chemical warfare materiel (CWM) in a safe and environmentally acceptable manner. In support of this mission, the Government has identified the Transportable Detonation Chamber (TDC) as an alternate technology that will address high quantities of recovered CWM in a manner that will be cost effective, efficient in terms of schedule, and minimizes the generation of hazardous wastes. This was based on extensive testing and evaluation by the Government of the TDC, dating back to 2002, involving different site locations (Porton Down, England, Schofield Barracks, HI, and Aberdeen Proving Ground, MD) and various chemical fills (phosgene, chloropicrin, and mustard) and explosive net weights. Under this sources sought synopsis, it is being planned by the Government to solicit and award a sole source delivery order, in accordance with FAR 6.302-1, under an existing Basic Ordering Agreement W52P1J-10-G-0005 with CH2M Hill for the purchase of its highly specialized TDC system. The planned follow-on contract action is anticipated to include the following: the existing TDC system with a spare detonation chamber, technical support, proprietary technical data package and corresponding data rights, and miscellaneous items specific to the TDC System. As currently being planned, the Government intends to conduct further follow-on testing, evaluation, and development of the purchased TDC at one of its national laboratories. As described in FAR 6.302 1(a)(2)(iii), the above unique and/or highly specialized supplies and services being planned are available only from the original source; this planned follow-on contract action will be to the current TDC owner, CH2M Hill, Englewood, CO. The Government has determined that procurement by other than full and open competition is necessary because procurement from any other source than CH2M Hill would result in substantial duplication of incurred testing and evaluation costs (over $20M) to the Government that is not expected to be recovered through competition and/or would potentially cause unacceptable delays in fulfilling its planned follow-on testing and evaluation (projected in the 2015-2016 timeframe). This planned follow-on contract will allow RCMD to retain these unique and/or highly specialized supplies and services requirements for its further follow-on testing, evaluation, and development of the TDC without disruption to its mission requirements. Additionally, this follow-on action may allow the Government to purchase the TDC system including equipment, spare parts, technical data package and corresponding data rights, and technical support, at a discounted price based on the previous use and testing of it. The proposed contract action is for the TDC system, technical support, the proprietary technical data package and data rights, and miscellaneous items specific to the TDC system for which the Government intends to solicit and negotiate, utilizing Alpha contracting techniques with CH2M Hill, under the authority of FAR 6.302-1. As such, no written request for proposal will be issued. Interested persons under this sources sought synopsis may identify their interest and capability to respond to the above requirements. However, this notice of intent is not a request for competitive proposals. All submitted information by interested parties that is received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The submitted information by interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
