- Justification for Other Than Full and Open Competition This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). The USCG Base Portsmouth Contracting Division, Portsmouth, VA intends to award a Firm-Fixed Price sole source contract to Carmanah Technologies Corporation, Cage Code 3AN14, of 250 Bay St, Victoria, Canada V9A 3K5 for the purchase of the following: LED Circuit Card (Red) Model # 911530 Qty: 20 ea LED Circuit Card (Yellow) Model # 911542 Qty: 05 ea LED Circuit Card (White) Model # 911550 Qty: 10 ea LED Circuit Card (Green) Model # 911540 Qty: 15 ea LED Circuit Card Insulation (Gasket) Model # 892678 Qty: 40 ea MPV Lens (Narrow) Model # 820460 Qty: 40 ea LED Flasher Model # 90340 Qty: 40 Can Ring Model # 810271 Qty: 30 Can w/ Data Port Wire Harness & Stuffing Tube Model # 970602 Qty: 40 ea Data Port Wire Harness for Can Model # 821187 Qty: 20 ea Data Port Cap Model # 591120 Qty: 20 ea Programmer Model #: 980320 Qty: 04 ea Carmanah Technologies Corporation is the authorized North American distributor of Sabik Oy products. Sabik Oy is the original equipment manufacturer (OEM) of the items described above and is the sole design authority and holds the proprietary rights to the drawings, specifications and data rights. The North American Industry Classification System (NAICS) for this requirement is 335129. Posting date of this requirement is 05 December 2014. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, 12 December 2014. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government in future procurements. This is not a Request for Quote.
