Description
The Naval Sea Systems Command (NAVSEA) intends to award a Basic Ordering Agreement (BOA) to provide for retrofits, refurbishments, repairs, overhauls,and manufacturing of spare and repair parts for MK 46 Optical Sight Systems (OSS) and MK 20 Electro-Optical Sight Systems (EOSS) for DDG 51 Class Ships; CG 47 Class Ships; United States Coast Guard (USCG) Cutters; Foreign Military Sales (FMS) Naval Ships and Shore Sites/Battlespares systems. The OSS and EOSS are major components of the MK 34 Gun Weapon System. The BOA allows for the placement of Cost-Plus-Fixed-Fee (CPFF) type orders for an ordering period of sixty (60) months from date of award for the procurement of Provisioned Item Order (PIO) critical spare assemblies, subcomponents and the repair and overhaul of major assemblies returned from the field. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, and pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a BOA to L-3 KEO 50 Prince ST Northampton, MA 01060-2370. Parties interested in subcontracting opportunities should contact L-3 KEO directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement no later than fifteen days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
