- This Sources Sought notice is to identify the availability and capability of potential Small Businesses, (including HUB Zone, 8a, Small Disadvantaged, Veteran and Service Disabled, Veteran owned and Woman owned Small Businesses) that can provide for non-government facilitation of inspections of retail establishments, in the District of Columbia. Under the provisions of the Tobacco Control Act (which amended the Federal Food, Drug and Cosmetic Act), FDA has been given the authority to regulate the manufacturing, marketing and distribution of tobacco products to protect the public health and to reduce tobacco use by minors. A capability statement must demonstrate the capability to employ qualified inspectors that are health, food, or drug officer/employees of any U.S. State, Territory, or political subdivision, in order to obtain the FDA Commission necessary to perform these tobacco retail inspections. Interested parties must also describe their previous experience performing similar inspection work. This notice is issued for information purposes only and not a request for competitive proposals. Any small business can submit a statement of capabilities (no longer than 5 pages) in sufficient detail to determine if the requirements of this synopsis can be met. The applicable North American Industry Classification System Code is 561611. The solicitation will be available on or about January 10, 2015 on the FedBizOpps (FBO) website at http://www.fbo.gov. Prospective offerors are responsible for down loading the solicitation and the amendments. It is the offerors responsibility to monitor the FedBizOpps website for the release of the solicitation and the amendments. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. Responses to this notice must be sent via email to: Allison.mlawsky@fda.hhs.gov, no later than 15 days from the date of this announcement. No phone calls will be accepted.
