- This is a modification to the synopsis entitled NASA LaRC Occupational Health Program Support Contract NNL15527797Q posted on October 21, 2014 and modified and November 6 and November 24, 2014. You are notified of the following: The Preproposal Conference listed in the Draft RFQ NNL15527797Q Addendum to FAR 52.212-2 Quotation Submission and Evaluation Guidance under 1852.215-77 PREPROPOSAL/ PRE-BID CONFERENCE (DEC 1988) will now be held as a Pre-Solicitation Conference. NASA does not intend to hold a separate Preproposal Conference. The date for the Pre-Solicitation Conference is December 18, 2014. It is anticipated that the Final Request for Quotations (RFQ) NNL15527797Q will be issued after the Pre-Solicitation Conference. Details regarding registration for the Pre-Solicitation Conference follows in the revised NFS Provision 1852.215-77: 1852.215-77PRE-SOLICITATION CONFERENCE (DEC 1988) (a) A Pre-Solicitation Conference will be held as indicated below: Date:December 18, 2014 Time:10:00 a.m. Location:NASA Langley Research Center Hampton, VA Building. 1268, Room 2120 The following is a tentative agenda for the Pre-Solicitation Conference: Opening Remarks LaRC Presentations Facility Tours Questions and Answers Session (b) The briefing will be unclassified. The attendance is limited to no more than 2 attendees per company. Note that only U.S citizens will be authorized to attend the Pre-Solicitation Conference. The List of Conference Attendees will be posted on the NAIS and FedBizOpps websites after the Pre-Solicitation Conference is held.Prospective Quoters shall contact Krista Jensen via email at Krista.Y.Jensen@Nasa.Gov not later than December 11, 2014 to register for the Pre-Solicitation Conference. The subject of the E-mail shall state NNL15527797Q Pre-Solicitation Conference Registration, and the e-mail shall provide: -The Name of the Company/Entity - Point of Contact Name, Phone Number, and E-mail address -Verification of U.S. Citizenship. (c) Attendees will be provided an opportunity at the Pre-Solicitation Conference to write down questions for the Questions and Answers Session. NASA will answer as many questions as possible at the Conference.The Questions and Answers completed at the Conference, and the answers to any questions submitted at the Pre-Solicitation Conference and not addressed, will be posted on the NAIS and FedBizOpps websites after the Pre-Solicitation Conference. The posted written Pre-Solicitation Conference Questions and Answers will take precedence over the verbal Question and Answer Session at the Pre-Solicitation Conference. (d) Attendance at the Pre-Solicitation Conference is recommended; however, attendance is neither required nor a prerequisite for quote submission and will not be considered in the evaluation. (e) Attendees using state-issued identification to access the NASA Langley Research Center can only use drivers licenses or identification documents that are compliant with REAL ID Act of 2005, Public Law 109-13, standards. Information on REAL ID requirements can be found at: http://www.dhs.gov/real-id-public-faqs. Questions concerning REAL ID can be forwarded to the NASA Langley Badge and Pass Office via email at LaRC-RealId@mail.nasa.gov. (1) A state-issued ID that is non-compliant with REAL ID standards cannot be used for access to the Center.A list of non-compliant forms of state identification can be found in the PDF document titled REAL ID Enforcement in Brief located at: http://www.dhs.gov/public ation/real-id-enforcement-brief (2) The following alternate forms of identification are accepted for Center access: (a) Federal employee badges, (b) Passports, (c) Military identification cards, (d) Enhanced Drivers Licenses, (e) U.S. Coast Guard Merchant Mariner Card, (f) Native American tribal document, (g) School identification accompanied by an item from List C (Documents that Establish Employment Authorization) from the List of the Acceptable Documents on Form I-9, which can be found at: http://www.uscis.gov/i- 9-central/complete-correct-form-i-9. (3) Attendees without acceptable identity documents require an escort at all times while on the NASA Langley Research Center. Any documents related to this procurement will be available over the Internet on the Federal Business Opportunities and NASA Acquisition Internet Service websites at the following addresses: https://www.fbo.gov/ and https://prod.nais.nasa.gov/cgi bin/nais/link_syp.cgi. It is the offeror's responsibility to monitor these Internet sites for the release of any Synopsis Modifications, Final RFQ, and amendments.
